Waiver of Waste Discharge Requirements _3_ <br /> The O. M. Scott and Sons, Hyponex Corporation <br /> Regional Composting Facility <br /> San Joaquin County <br /> WHEREAS, there will be no significant adverse water quality impacts from the <br /> discharge of green waste at this facility; and <br /> WHEREAS, the Regional Board held a public hearing on 27 January 1995 in <br /> Sacramento and considered all evidence and public comments concerning this matter: <br /> Therefore, be it <br /> RESOLVED, that pursuant to Water Code Section 13269, the Regional Board hereby <br /> waives waste discharge requirements for the O. M. Scott and Sons, Hyponex Corporation <br /> (Scotts) Regional Composting Facility conditional on: <br /> 1. The facility shall only compost green material which includes but is not limited to, <br /> leaves, grass clippings, weeds, tree trimmings, untreated wood waste, or shrubbery <br /> cuttings. The composting shall not include any additives, amendments, municipal <br /> solid waste, sludge, manure, liquid waste, hazardous waste or other waste; and <br /> 2. The facility must obtain a Green Composting Permit from the California Integrated <br /> Waste Management Board pursuant to Chapter 3.1, Division 7, Title 14 of the <br /> California Code of Regulations; and be it further <br /> RESOLVED, that prior to commencement of the green waste composting operation <br /> the project proponent must submit a letter to the Regional Board staff certifying that the <br /> facility is in compliance with the above conditions; and be it further <br /> RESOLVED, that the waiver is conditional and may be terminated at any time. <br /> I, WILLIAM H.
