Box 60 Modesto, CA 95353 French Camp, CA 95231 PROJECT DESCRIPTION: A Quarry Excavation application to remove 176,500 cubic yards of sand in two (2) phases within four(4) years to include excavation and reclamation for farming purposes. The project excavation and reclamation will occur on 9.1-acres of a 313.79-acre parcel.The removal of the sand streak within this area is to increase the agricultural viability of the parcel for final reclamation to orchards. Excavation will not exceed a maximum depth of twelve (12) feet. The excavated area will be consistent with the existing field elevations surrounding the project site once reclaimed. The parcel has direct access from West McDonald Road and is under a Williamson Act contract. (This application was previously referred out as a pre-application and is now a full-application with revised phasing and a revised reclamation plan). The Property is zoned AG-80 (General Agriculture, 80-acre minimum) and the General Plan designation is A/G (General Agriculture). PROJECT LOCATION: The project site is on the south side of the intersection of West McDonald Road and West Davini Road, east of Stockton.. (APN/Address: 131-060-01/10450 West McDonald Road, Stockton) (Supervisorial District: 3) ENVIRONMENTAL DETERMINATION: This is a Notice of Intent to adopt a Mitigated Negative Declaration for this project as described. San Joaquin County has determined that through the Initial Study that contains proposed mitigation measures all potentially significant effects on the environment can be reduced to a less than significant level. The Mitigated Negative Declaration and Initial Study can be viewed on the Community Development Department website at www.sjgov.org/commdev under Active Planning Applications. APPLICATION REVIEW: Recommendations and/or comments on this project must be submitted to the Community Development Department no later than November 4, 2020. Recommendations and/or comments received after that date may not be considered in staffs analysis and/or recommendation to the San Joaquin County Planning Commission for this application. NOTE TO SURROUNDING PROPERTY OWNERS: This project will be scheduled for a San Joaquin County Planning Commission hearing. Notification will be provided on the date, time, and place of the public hearing at a later date.
