PLANNING <br /> GENERAL <br /> The flow chart at the beginning of this section is designed to help understand the sequence that needs to be <br /> followed to accomplish Fall Protection. Planning for 100%"Tie Off'nnrst be done on an individual project <br /> basis. However,the sequence of planning should remain the same for all projects. <br /> BLOCK 1 -- 100% TIE OFF POLICY <br /> 100%Tie Off Policy is to be used in determining the needed planning. <br /> BLOCK 2 - CONDUCT FALL HAZARD ANALYSIS <br /> An analysis of elevated work begins by individually identifying the fall hazards that can occur during work <br /> tasks. A careful look at the required work task mobility is important. What may be an industry work practice <br /> or a job that lacks a set pattern or sequence of movement may necessitate a change to meet the capabilities <br /> and limitations of available equipment. Scaffold erection for example, varies considerably depending on the <br /> facilities of structure around which the scaffold is built. However, certain patterns of movement could be <br /> used to assemble the poles of frames without entangling lifelines suspended from above. Art appraisal of each <br /> exposure may serve to provide a rationale for reducing the level of risk. Overall,the primary objective would <br /> be to minimize the probability of a loss by controlling the most frequent elevated work task with the highest <br /> potential severity. <br /> BLOCK 3 - DETERMINE HAZARD CONTROL MEASURES <br /> I <br /> Once an elevated fall hazard has been analyzed,an appropriate control measure must be selected. ! <br /> Exposure to a fall hazard carr either be prevented (Block 4A) or when prevention is not <br /> practical,personal fall protection equipment call be used to control the fall(Block 4B). <br /> BLOCK 4A - PREVENTION <br /> Preventative measures typically involve the installation of floors, walls, nets, handrails, ladders and fixed <br /> platforms. These measures usually consist of permanent,passive systems and all require substantial planning <br /> effort. Finally, (lie availability of bucket trucks, scissor lifts, aerial lifts and other personnel lifts are <br /> increasing. These devices can offer a means of access to a work station or can be effectively used for the <br /> installation of a preventative or personal fall protection system. When aerial lifts are used for access only, <br /> that is getting to a work station,the use of personal fall protection(body harness and Ianyard)is still required. <br />
