Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Mr. Hernandez: <br /> The California Department of Transportation appreciates the opportunity to review the Site <br /> Approval application for the proposed auto auction facility at 3263 East Cherokee Road, Stockton. <br /> The facility will be on a 139.8 acre parcel and have 50 employees, 74 parking spaces,and IQ128 <br /> inventory stalls. The facility expects to receive 180 cars for auction per day transpoKed on haulers <br /> that hold between two and ten cars.No STAA trucks will be used at this facility. The Department <br /> has the following comments: <br /> 1. The project will require a complete TranspolYation Impact Study to determine the <br /> proposed proj ecYs near-term and long-teen impacts to State highway facilities.This study <br /> must be submitted to Caltrans for review and comment prior to project approval. <br /> 2. The study must include the adjacent State Route 99 interchanges at Wilson Way and <br /> Cherokee Road <br /> 3. The TIS and Traffic Operation Analysis Report must include a site plan to allow Caltrans <br /> to review turn lane storage lengths and lane configurations. <br /> 4. SB 743 is changing CEQA analysis of transportation impacts. It requires local land use <br /> projects to provide safe transpoKation systems, reduce per capita vehicle miles traveled <br /> (VMT), increase accessibility by mode share of bicycle, pedestrian, and transit travel,and <br /> reduce GHG emissions. VMT reduction is necessary to meet the statewide greenhouse gas <br /> (GHG)goals.
