SAN JOAQUIN <br />-CC)UNTY-- <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address:Date: <br />RAMOS OIL -FRENCH CAMP <br />10842 S HARLAN RD, FRENCH CAMP <br />October 29, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR- Notice to Comply) <br />Item # <br />Remarks <br />203 <br />CCR 2712(b)(1-2) Failure to maintain monitoring records for 36 months and maintenance records for 60 months. <br />OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br />- The 10//8/2018 Overfill prevention test results were not on site at the time of inspection. <br />- The 10/31/2019 Monitoring system certification form test results were not site at the time of inspection. <br />REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br />include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance <br />records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs <br />of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of <br />inventory readings and reconciliations. <br />CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the <br />last three years on site and submit copies to the EHD. <br />This is a minor violation. <br />208 <br />CCR 2716(a -e) Failure to comply with the designated operator inspection requirements. <br />OBSERVATION: The designated operator failed to check and note all required items on the visual inspection <br />reports. The incorrect and missing information included the following from the inspection reports: <br />-The DO reports of 11/25/19, 12/23/19, 1/20/20, 2/17/20, 3/16/20, 4/12/20, 5/10/20, 6/7/20, 7/4/201 8/1/201 8/29/20 <br />and 9/26/20 left question 9 blank ( unanswered) <br />REGULATION GUIDANCE: During the visual inspection, the designated operator shall check that all required <br />testing and maintenance for the UST system have been completed and shall check all required items on the report. <br />CORRECTIVE ACTION: Ensure that designated operators performing visual inspections at this facility are including <br />all of the required information on the reports. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 11/29/2020. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate <br />($152).
