Weber Courthouse Room 701 <br /> Stockton, Calif. 95202 <br /> Enclosed are several pictures taken on May 30, 2001. Let me explain what they represent. <br /> I operate two mobilehome parks in the City of Lodi. Some time ago I had extensive street <br /> maintenance done in both parks. Soon after we got the work done I noticed stains appearing on <br /> the streets in both parks. My first reaction was to tell my resident managers in both parks to <br /> figure out which residents, or guests, had cars leaking oil and to put a stop to those cars being <br /> operated in the parks. To make a long story short after my people played detective we found out <br /> it was the garbage trucks causing the problems. I instructed my resident managers to talk with <br /> the garbage company and see that it stopped. To my knowledge the resident managers talked <br /> with the garbage people but without success. (In one instance the garbage people were quite <br /> rude.) I then asked my property supervisor to see what she could do, and she met with <br /> assurances that it wouldn't happen again - promises which were broken almost immediately. <br /> Each week the streets looked worse and worse. Finally, about a month ago, I took over the <br /> matter myself, and talked to Alex Osigovera, the district manager, for Waste Management, the <br /> company that the City of Lodi has given exclusive rights to collect garbage. I met with him at <br /> my Almond Drive Mobilehome Park, at 2 ., on May 17, and showed him the problem. He <br /> was most courteous and his words were"I am appalled" at what he saw. <br /> He had his firm power wash the streets at my Almond Drive Park on approximately May 22, as <br /> he promised. On May 30 I waited in the park to watch the garbage operation for myself. The <br /> pictures enclosed are the stains left on the streets where the garbage truck leaked liquid garbage <br /> all through the park. After the truck left you could still smell the odor of garbage from the liquid <br /> spread on the streets. <br /> I then looked at the streets near my home and found very similar stains on Rivergate Drive. I <br /> assume, they are also garbage that has leaked from the garbage truck. Where else in Lodi are <br /> they spilling this hazardous waste? <br /> Now, the garbage company has again had my streets power washed, but this does not solve the <br /> problem. They have stated they will put my park first on the route so the truck will be empty <br /> when it travels through my park,but this only solves my problem, not the bigger health problem <br /> throughout the city. They stated that one of my residents must be putting lots of liquid in their <br /> can.
