Box 2009
Stockton, CA 95201
Subject: Draft Solid Waste Facilities Permit, California Waste
Removal Systems, Inc. , Transfer Station and Recycling
Center, Facility No. 39-AA-0017
Dear Mr. Padilla:
I have completed my review of the subject documents received
October 16, 1991. I have also completed my review of the
December 1988 Report of Station Information. My comments follow:
Solid Waste Facilities Permit ( FP)
Findings, Item 1(I) should be rephrased to state "Any
significant change which is not specified in this permit is
not sanctioned by this permit. "
Findings, Item 1(J) states the hours of operation are 8: 00 -
5: 00. The RSI states 7: 00 - 5: 00. The documents should be
consistent.
Findings, Item 2 should condition the Waste Discharge
Requirements or an exemption, the permit or variance from
the Air Pollution Control Districts for the composting, and
the Hazardous Waste Screening Program.
Findings, Item 3 should reference PRC 50000.5, 44010, and
50000 instead of 5000 and 5000.5.
- Findings, Item 4
When submitting the proposed permit the most current
inspection date should be included.
Specification, Item 2 should be rephrased to state "A change
that would . . . permit would be considered a . . . change and
would require a permit revision. "
Report of Station Information ( SIZ
The RSI should reflect all new and/or additional changes in the
current design and operations. Information in both the permit
and RSI must be consistent.
Printed on Recycled Paper--
