The Use Permit is not signed, the Environmental Health <br /> Permit expired in June 30, 1989, the DIER and Final EIR <br /> are not referenced. <br /> A list and copy of the following is needed: waste <br /> discharge requirements, air pollution control district <br /> permits, the Fire District Permit or approval, permit <br /> from the Water Sanitary District, and Hazardous Waste <br /> Screening Program. <br /> For the composting activity please provide the following <br /> information• <br /> 1. Provide a descriptive statement of the manner of daily <br /> operation to be conducted at the site. <br /> - Describe how much of the incoming waste is <br /> directed to the composting operation. <br /> - Describe plans for waste handling, separation, and <br /> control and monitoring for moisture content and <br /> temperature. <br /> - Describe equipment to be used for handling and <br /> processing waste, including instruments such as <br /> temperature and moisture probes. <br /> - Describe waste supply and irrigation system to <br /> windrow piles, grinders, mixers, etc. <br /> - List any chemical additives and the estimated <br /> amount to be used for finishing the composting <br /> process. Also, describe the application method or <br /> process. <br /> Describe control measures for each of the <br /> following; noise, odors, litter, dust, insects, <br /> rodents, and fire. <br /> Provide a statement as to whether noise from the <br /> composting activity is likely to create health <br /> hazardous to person using the site or a public <br /> nuisance to nearby residents. <br /> 2. Supply information showing the types and relative <br /> quantities of wastes to be received. Specific mention <br /> shall be made concerning the receipt of liquid or <br /> sludge waste. <br />
