CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER N . 92-130 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SOILS RECYCLING FACILITY <br /> WESTERN SOILS RECYCLING, AND <br /> CALIFORNIA WASTE REMOVAL SYSTEMS <br /> CLASS II WASTE PILES <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. Western Soils Recycling proposes to operate a soils recycling facility in <br /> Lodi on property owned by California Waste Removal Systems. Western Soils <br /> Recycling is a partnership. Western Soils Recycling, and California <br /> Waste Systems are hereafter jointly referred to as the Discharger. The <br /> location of the facility is shown on Attachment A. <br /> 2. The Report of Waste Discharge requests waste discharge requirements (WDRs) <br /> for construction and operation of two Class II waste piles. <br /> 3. The site consists of a lined Class II waste pile "A" for storage of non- <br /> hazardous hydrocarbon contaminated soils prior to thermal treatment, a <br /> thermal processing unit for thermal destruction of hydrocarbons in <br /> contaminated soils, and a lined Class II waste pile "B" for storage of <br /> treated soils. Ultimate disposal of treated soils will be off-site. A <br /> site plan is shown on Attachment B. <br /> 4. Soils on-site are alluvial with layers of clays, silts, sands and gravels <br /> of moderate permeability providing hydraulic continuity with ground water. <br /> WASTES AND THEIR CLASSIFICATION <br /> 5. The Discharger proposes to discharge, for temporary storage, untreated <br /> petroleum hydrocarbon-contaminated soils from site cleanup operations to <br /> on-site Class II waste pile "A" , and to discharge, for temporary storage, <br /> thermally treated soils to a Class II waste pile "B". Approximately 100 <br /> tons per day of contaminated soils will be treated at the facility. The <br /> Discharger proposes to accept only soils which are not classified as <br /> 'hazardous wastes' , using the criteria in Title 22, California Code of <br /> Regulations (CCR) , Division 4, Chapter 30, for discharge to the Class II <br /> waste pile and for thermal destruction. These untreated soils contain <br /> petroleum fractions and other pollutants which should pose a threat to <br /> water quality if discharged in an uncontrolled manner and are, therefore, <br /> classified as 'designated wastes' using the criteria set forth in title <br /> 23, CCR, Division 3, Chapter 15 (hereafter Chapter 15).
