WASTE DISCHARGE REQUIREMENTS <br /> SOILS RECYCLING FACILITY -3- <br /> WESTERN SOILS RECYCLING <br /> CALIFORNIA WASTE REMOVAL SYSTEMS <br /> CLASS II WASTE PILES <br /> SAN JOAQUIN COUNTY <br /> FACILITIES OPERATION <br /> 16. Self-certified non-hazardous, petroleum hydrocarbon-containing soils are <br /> delivered to the site and are stored in lined C1ass II waste pile "A" <br /> until processed through a thermal treatment unit. The treated soils are <br /> temporarily stored in Class II waste pile "B" before being removed by <br /> truck to petroleum hydrocarbon contamination cleanup sites. <br /> 17. The Discharger's current plans indicate the life expectancy of the soil <br /> treatment facility is 7 years. <br /> CLASS II WASTE PILE DESIGN <br /> 18. The Discharger proposes to operate a lined system with leachate collection <br /> for containment of untreated hydrocarbon-contaminated soil in Class II <br /> waste pile "A". The leachate collection and removal system (LCRS) <br /> consists of a six inch layer of river rock overlain by geotextile fabric. <br /> The geotextile will be overlain by a six inch layer of compacted soil. <br /> Beneath the LCRS will be a 40 mil thick high density polyethylene (HDPE) <br /> membrane liner. <br /> CEQA CONSIDERATIONS <br /> 19. The City of Lodi , acting as lead agency, adopted a Negative Declaration on <br /> 10 February 1992 for the proposed project, in accordance with the <br /> provisions of the California Environmental Quality Act (Public Resources <br /> Code Section 21000, et seq. ). <br /> OTHER LEGAL REFERENCES <br /> 20. The Board has adopted the Water Quality Control Plan, Second Edition, for <br /> the Sacramento-San Joaquin Delta Basin (5B). This Order implements the <br /> water quality objectives stated in that Plan. <br /> 21. All local agencies with jurisdiction to regulate land use, solid waste <br /> disposal , air pollution, and to protect public health have approved the <br /> use of this site for the discharges of waste to land stated herein. <br /> 22. The Board has notified the Discharger and interested agencies and persons <br /> of its intention to update the WDRs for this facility. <br /> 23. In a public hearing, the Board heard and considered all comments <br /> pertaining to this facility and discharge. <br />
