0 <br /> WASTE DISCHARGE REQUIREMENTS <br /> SOILS RECYCLING FACILITY -5- <br /> WESTERN SOILS RECYCLING <br /> CALIFORNIA WASTE REMOVAL SYSTEMS <br /> CLASS II WASTE PILES <br /> SAN JOAQUIN COUNTY <br /> other wastes in the unit, could produce violent reaction, heat or <br /> pressure, fire or explosion, toxic by-products, or reaction products <br /> which in turn: <br /> a. require a higher level of containment than provided by the <br /> unit, <br /> b. are 'restricted hazardous wastes' , or <br /> C. impair the integrity of containment structures, <br /> is prohibited. <br /> B. Discharge Specifications: <br /> GENERAL SPECIFICATIONS <br /> 1. Wastes shall only be discharged into, and shall be confined to, the <br /> waste piles, the thermal destruction unit or the Baker tank <br /> specifically designed for their containment, shown on Attachment <br /> "B". <br /> 2. The discharger shall , in a timely manner, remove and relocate any <br /> wastes discharged at this facility in violation of this Order. <br /> 3. A minimum separation of 5 feet shall be maintained between wastes or <br /> leachates and the highest anticipated elevation of underlying ground <br /> water, including the capillary fringe. <br /> 4. Prior to the discharge of waste to a waste management unit (WMU), <br /> all wells within 500 feet of the unit shall have sanitary seals <br /> which meet the requirements of the San Joaquin County Health <br /> Department or shall be properly abandoned. A record of the sealing <br /> and/or abandonment of such wells shall be sent to the Board and to <br /> the State Department of Water Resources. <br /> 5. The Discharger shall prepare waste characterization and load <br /> checking procedures to preclude the discharge of 'hazardous waste' <br /> and unauthorized waste at this facility. Wastes shall not be <br /> discharged at this facility until the load checking program is <br /> approved by Board Staff. <br /> 6. Water used for facility maintenance shall be limited to the minimum <br /> amount necessary for dust control . <br />
