MONITORING AND REPORTING PROGRAM -6-
SOILS RECYCLING FACILITY
WESTERN SOILS RECYCLING
CALIFORNIA WASTE REMOVAL SYSTEMS
SAN JOAQUIN COUNTY
Sampling
Report in & Reporting
Parameter/Constituent Units of Frequency
Thallium mg/l Quarterly
Vanadium mg/l Quarterly
Zinc mg/l Quarterly
1 Samples prepared by:
TPH as gasoline EPA Method 5030
TPH as diesel EPA Method 3550
and analyzed by GC/FID. Analytical detection limits shall be as close
to 50 µg/l as practicable.
2 EPA Methods 601 and 602, or EPA Method 502.2, or EPA Method 502.1 and
503.1, or EPA Method 524.2 shall be used. All peaks shall be reported.
3 Inductively Coupled Argon Plasma Atomic Emission Spectroscopy (ICAP)
shall not be used for analysis of these constituents.
LCRS MONITORING
All LCRSs shall be tested annually to demonstrate operation in conformance
with waste discharge requirements. The results of these tests shall be
reported to the Board and shall include comparison with earlier tests made
under comparable conditions.
SYNTHETIC LINER MONITORING
All visible portions of synthetic liners shall be inspected on a weekly
basis and their condition reported quarterly to the Board.
GROUND WATER MONITORING
The following detection monitoring program shall be implemented at the
facility to determine compliance with the "water quality protection
standards". The monitoring network shall consist of "background" monitoring
well MW-3 and downgradient monitoring wells MW-1 and MW-2. Wells MW-1 and
MW-2 shall constitute the "points of compliance" with respect to ground
water. Samples from all monitoring wells shall be analyzed for the following
parameters and constituents at the indicated frequencies:
