INFORMATION SHEET <br /> SOILS RECYCLING FACILITY <br /> WESTERN SOILS RECYCLING <br /> CALIFORNIA WASTE REMOVAL SYSTEMS <br /> SAN JOAQUIN COUNTY <br /> Western Soils Recycling proposes to operate a petroleum contaminated soil <br /> treatment plant in Lodi . The treatment process uses heat to destroy petroleum <br /> contaminants in soils. Incoming petroleum contaminated soils will be stored on <br /> a Class II Waste Pile. Treated soils may still have residual amounts of <br /> petroleum contaminants. As a result, the treated soils will also be stored in <br /> a Class II waste pile. Treated soils will be returned to cleanup sites where <br /> they will replace excavated soils. <br /> Western Soils Recycling proposes to treat 36,000 tons per year of contaminated <br /> soils. This is one half of the facility's design capacity of 72,000 tons per <br /> year. Up to 3,000 tons will be stored in the incoming waste pile. Treated soil <br /> storage will be only half the size of the incoming waste pile. The waste piles <br /> will be lined with a 40 mil HDPE liner and a 6 inch layer of rock will function <br /> as the leachate collection and recovery system. Leachate will be pumped to a <br /> Baker tank. <br /> Contaminated soils must be thoroughly characterized before they are shipped to <br /> the treatment facility. An on site laboratory will be used to test incoming <br /> soils to confirm prior tests and to ensure that hazardous materials are not <br /> accepted. <br /> The City of Lodi has issued a Negative Declaration for operation of the soils <br /> treatment facility. <br /> Surface water drainage from the site is to the Mokelumne River. <br /> 30 June 1992 <br /> WJM <br />
