PROPOSED PROJECT <br /> The applicant, California Waste Removal System, operates a solid waste transfer <br /> station and resource recovery operation at 1333 East Turner Road, Lodi , CA. This <br /> facility serves the City of Lodi and the northern San Joaquin County area and is open <br /> to both commercial and public vehicles. <br /> The transfer station serves as the hub of California Waste's collection operation. <br /> Company trucks pick up refuse from their regular routes in Lodi and the surrounding <br /> area. The trucks bring the refuse to the transfer station where the refuse is <br /> unloaded and the resource recovery operation begins. The refuse is sorted by content <br /> and materials that include cardboard, newspaper, plastic, cans, metal , wood, rock and <br /> rubble are hand separated for recycling. The remaining waste is loaded onto 120 <br /> cubic yard transfer trailers and hauled to an approved solid waste disposal site. <br /> The recovered materials are collected and shipped to market on a regular basis. <br /> The facility also accepts agricultural and landscaping waste that is sorted and <br /> either sold for energy generation or composted on site. The compost is then sold as <br /> a soil additive. <br /> In addition to the refuse collected by the company, the facility also accepts refuse <br /> from the public that is brought by private vehicles. This refuse goes through the <br /> same process. <br /> California Waste also has a public recycling program. One is a buy back program <br /> where the public brings in specific recyclable materials and is paid in cash. The <br /> other is a newly instituted program that collects recyclable items at the <br /> participant's home. The collection company provides color coded containers that are <br /> placed at the curb and picked up weekly. Proceeds from the sale of this material are <br /> donated to the local schools. <br /> CURRENT RECOVERY OPERATION <br /> Currently, approximately 400 tons per day of incoming refuse is dumped and sorted in <br /> the tipping floor building. This building is 12,000 square feet in size. This <br /> allows California Waste to sort and recover approximately 20% of the volume as <br /> recyclable material . The company would like to increase the percentage of material <br /> that is recovered. In order to accomplish this, the size of the tipping floor <br /> building will need to be increased. This will allow more of the refuse to be sorted <br /> and the ability to segregate various types of refuse for better efficiency. It will <br /> also allow some of the recovery operations that now are done outside to be done <br /> indoors. <br /> The proposed expansion would add an additional 60,000 square feet to the existing <br /> 12,000 square foot building. This would increase the resource recovery capability <br /> from the current 400 tons per day of incoming refuse to 2,000 tons per day. <br /> GENERAL PLAN DESIGNATION AND ZONING <br /> The property has a General Plan designation of Heavy Industrial and a zoning <br /> designation of M-2, Heavy Industrial .
