h Substantially increase ambient noise or glare level for adjoining areas. <br /> There will be some increase in noise levels during construction from the <br /> operation of construction vehicles and equipment. The construction related <br /> noise will be temporary and of relatively short duration. Because the building <br /> is basically a steel shell or a concrete slab, construction time should be less <br /> than 90 days. <br /> The operation of the facility generates a level of noise that exceeds 70-75dBa <br /> when certain equipment or vehicles are in operation. The proposed building <br /> addition will not increase the noise levels. Although there may be some <br /> increase in the levels of activity, most of this activity will occur inside the <br /> new building. The addition to the building will enlarge the tipping floor and <br /> areas for the sorting and transfer operations. There could even be a slight <br /> decrease in noise since the enlarged building will allow some operations <br /> currently being done outdoors to move inside the building. <br /> The project area is also not in an area of sensitive noise receptors. The <br /> surrounding area is all zoned Heavy Industrial or Agricultural . Directly south <br /> of the site is a concrete batch plant that has numerous trucks and concrete <br /> mixing equipment. There is also a trucking operation in the same area. Both of <br /> these businesses generate noise levels similar to the transfer operation. <br /> j. Expose individuals to public health hazards. <br /> The transfer facility has the potential for problems with litter, rodents or <br /> insects. Litter is controlled by several methods. First, the majority of <br /> dumping is done inside a building which helps contain wind-blown refuse. The <br /> entire site is also enclosed with an 8-foot high fence that keeps material from <br /> blowing off-site. Finally, company employees regularly police the grounds to <br /> pick up any loose material . <br /> Rodents and insects are kept under control through the timely removal of waste. <br /> The overnight storage of waste is kept to a minimum, making the facility less <br /> attractive to pests. The tipping floor and transfer areas are washed down <br /> regularly. <br /> A licensed pest control firm sprays the facility monthly. Daily maintenance <br /> spraying is performed as necessary. The entire facility is monitored regularly <br /> by the San Joaquin County Health District.
