Kasey Foley,REHS,Assistant Director <br /> PROGRAM COORDINATORS <br /> Robert McClellon, REHS <br /> Jeff Carruesco, REHS, RDI <br /> Willy Ng,REHS <br /> Muniappa Naidu, REHS <br /> Michael Kith, REHS <br /> July 10, 2019 <br /> Joe Murphy <br /> Dillon & Murphy <br /> PO Box 2180 <br /> Lodi, CA 95241 <br /> RE: Soil Suitability/Nitrate Loading Study <br /> 6040 East Ashley Lane, Stockton <br /> APN 086-480-14, SR0080377, PA-1600084 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil <br /> Suitability/Nitrate Loading Study (SSNL), dated March 27, 2019, and submitted March 27, 2019 for <br /> the above noted location and has the following comments for your consideration. <br /> • The SSNL was prepared to determine the suitability of the above noted parcel for onsite <br /> wastewater treatment system (OWTS) usage, including to estimate the potential for nitrate <br /> impact to groundwater, for a proposed 17 lot subdivision. Each lot will have a minimum 2.0 <br /> acres and will utilize on site water wells, OWTS, and stormwater drainage. <br /> • Based on the information provided, the EHD finds that the SSNL Study supports the suitability <br /> for standard OWTS usage for this parcel for the proposed subdivision application pursuant to <br /> San Joaquin County Ordinance Code Title 9, Section 9-1105.2(d), provided that each parcel <br /> can accommodate the OWTS and the required 100% replacement area within the required <br /> setbacks from any water wells. Please be advised that because each parcel will need to <br /> support on onsite water well, an OWTS, and a stormwater basin, and because of potential <br /> space limitations created from easements and from existing wells and OWTS on adjacent <br /> developed properties, meeting all required setbacks for OWTS and water wells may be <br /> difficult on some lots. Condition of Approval 4.b. has been satisfied. <br /> Please be advised that the following Conditions of Approval have not yet been satisfied and are still <br /> pending. <br /> • Condition of Approval 4.c. — The existing water wells shall be tested for DBCP and nitrates <br /> with the results submitted to the EHD. The SSNL Study indicated there were no wells on the <br /> property. EHD permits show at least one domestic well and one irrigation well to be on the <br /> property. During a site visit by on July 8, 2019, EHD staff verified that there are three <br /> existing/abandoned wells on the property, one of which is open and unsecured. This well <br /> must immediately be provided with a secure and water tight cover so that no person <br /> or animal can obtain access to the well.
