Hazelton Ave. c/o Sean Whiskeman <br /> Stockton, CA 95205 66 Franklin St., Ste 200 <br /> Oakland, CA 94607 <br /> PROJECT DESCRIPTION: This project is comprised of three separate applications: 1) Special Purpose Plan application <br /> no. PA-2000075; 2) Road Name Change application no. PA-2000176; and 3) Site Improvement Plan application no. PA- <br /> 2000076. Special Purpose Plan application no. PA-2000075 is an amendment to the existing Stockton Metropolitan Airport <br /> Special Purpose Plan to create a separate addendum for the Airport East development area (Airport East Addendum). <br /> The Airport East Addendum includes updates to land use layout concepts pertaining to the location of commercial and <br /> industrial uses and size of buildings, stormwater, landscaping and open space requirements. <br /> The addendum also includes updating the Airport East circulation plan to remove smaller, internal streets and reconfigure <br /> a portion of Qantas Lane south of the intersection with Arch-Airport Road. The existing segment of Qantas Lane runs <br /> diagonal from the south side of Arch-Airport Rd.to the west side of S. State Route 99 W. Frontage Rd.and is approximately <br /> 4,100 feet in length. This road segment will be reconfigured into 2 road segments totaling approximately 5,350 feet. The <br /> first road segment begins at Arch-Airport Rd.and will be relocated to a more north-south configuration approximately 3,400 <br /> feet in length. This road segment will retain the name Qantas Ln. The second road segment will create an east to west <br /> connection between S. State Route 99 W. Frontage Rd. and Qantas Ln. This second road segment will be approximately <br /> 1,950 feet in length and requires a renaming of this road segment. Road Name Change application no. PA-2000176 <br /> proposes to rename this road segment to East Landing Ln.Access to the Airport East area will be provided from driveways <br /> located along the eastern side of the newly reconfigured Qantas Ln. and the north side of the proposed E. Landing Ln. <br /> The underlying project is Improvement Plan application no. PA-2000076 for the construction of 4 warehouse buildings <br /> totaling 1,812,140 square-feet. Building 1a to contain 430,990 square-feet. Building 1b to contain 488,500 square-feet, <br /> Building 2 to contain 892,650 square-feet, and Building 3 to contain 607,280 square-feet. In addition to review of these <br /> buildings and Improvement Plan application no. PA-2000076, the environmental review includes the potential for a future <br /> 12,327-square-foot commercial development and a future 1,050,000-square-foot industrial warehouse development. The <br /> project site will be served by the City of Stockton for water and sewer service, and a private detention basin will be <br /> constructed for storm drainage. <br /> The Property is zoned AP-X (Airport Multi-Use) and the General Plan designation is AP/X (Airport Multi-Use). <br /> PROJECT LOCATION: The project site is located on the east side of Qantas Ln., approximately 900 feet south of Arch- <br /> Airport Rd., Stockton. (APN/Address: 177-260-10, -14, & -34 /2750 E. Arch-Airport Rd., Stockton) (Supervisorial District: <br /> 1) <br /> ENVIRONMENTAL DETERMINATION: This is a Notice of Intent to adopt an Addendum to the 2035 General Plan Final <br /> Environmental Impact Report(State Clearinghouse no. 2013102017)for this project as described. San Joaquin County has <br /> determined through the Addendum that there is no substantial evidence that the project may have a significant effect on the <br /> environment. <br /> APPLICATION REVIEW: Recommendations and/or comments on these projects must be submitted to the Community <br /> Development Department no later than November 13, 2020. Recommendations and/or comments received after that date <br /> may not be considered in staffs analysis and/or recommendation to the San Joaquin County Planning Commission for this <br /> application. <br /> 1810 E.
