SAN ,dDAQ U I N Environmental Health Department <br /> C01-1 N T <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> INTERSTATE TRUCK CENTER LLC 2400 E LOUISE AVE, LATHROP October 08, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following was located in the hazardous waste storage area: <br /> -Approximately one inch of used oil accumulating on the lid of one 55-gallon container with used oil filters. <br /> -Heavy oil stain observed around hazardous waste storage area. <br /> The following was located outdoors directly across the exit of the shop. <br /> -One 55-gallon container with hydraulic oil observed with heavy oil stain on pavement. Operator cleaned on site by <br /> placing absorbent on oil and sweeping up the soiled absorbent and placing in one 55-gallon container with oily <br /> solids. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately, clean accumulating oil on 55-gallon container with used metal oil filters and <br /> heavy oil stain in hazardous waste storage area. Manage the waste according to Title 22 California Code of <br /> Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> OBSERVATION: The following was observed with in the hazardous waste storage area: <br /> -One hydraulic oil hose observed leaking oil on to one 55-gallon container with used metal oil filters. Operator stated <br /> that the hose has a leak and has not been fixed. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the hydraulic oil hose into proper working order by repair, replacement or testing. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 7th 2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
