Delta Ave, Tracy; PA-1800316 UP <br /> Supervisor Elliott, <br /> Over the past month, I was contacted by property owner, Mr. Ahmed Hussein, about concerns <br /> he had with the Environmental Health Department (EHD) regarding the conditions and costs <br /> related to Use Permit PA-1800316 UP. Mr. Hussein's concerns are first listed here and then <br /> discussed in detail below including possible solutions to address his concerns. <br /> 1- EHD required the proposed Onsite Wastewater Treatment System (OWTS) to be treated <br /> as an "engineered system" with mandatory monitoring and annual permitting. Although <br /> Mr. Hussein's system was designed by an engineer, it is not and should not be required <br /> to have the mandatory monitory or annual permitting of an "engineered system" because <br /> the system is only used 2-days per week plus certain holidays. The mandatory monitoring <br /> requirement would cost him over $25,000, which he stated seemed excessive for his <br /> proposed use. <br /> 2- EHD required a domestic well with potable water for the property. Mr. Hussein proposed <br /> to meet that requirement by hiring a pump contractor to install a pump in an existing Ag <br /> well and have a well contractor convert his Ag well into a domestic well. EHD did not <br /> approve of this conversion for the following reasons: <br /> "Section 4.7.1 of the San Joaquin County Well Standards require all domestic <br /> wells to have a minimum annular seal of 100 feet to protect health. The well log <br /> shows the existing well at this location was installed in 2012 as an irrigation well <br /> with an annular seal of 60 feet (the minimum required for an irrigation wells is 50 <br /> feet but the annular seal must also be set into a clay formation. Since there was <br /> sand at 50 feet, this seal extended to 60 feet, the depth of the next clay formation). <br /> The remaining annular space from the bottom of the grout at 60 feet to total depth <br /> of 155 fee is filled with a sand/gravel. <br /> 1868 E.
