Integrated Recycling, Inc.
March 12, 1996
Steven Mindt
San Joaquin County Public Health Services
304 E. Weber Avenue, Third Floor
P.O. Box 388
Stockton, CA 95201-0388
Re: Alternative Composting Method Proposal
This purpose of this letter is to confirm the receipt of your letter of January 11, 1996 regarding the
establishment of an acceptable Process to Further Reduce Pathogens (Process to Further Reduce
Pathogens) for an alternative composting method. A demonstration project, as you suggested, is an
excellent means of testing the effectiveness of our composting method. There are several changes we
would like to suggest with respect to your testing protocol:
1. We would like to use fecal Coliform as the pathogen indicator organism. We did an extensive
search to find a laboratory that performs Salmonella sp. tests and found that that test as set
forth in Section 17868.3(b)(1) is not performed. The one lab that does perform Salmonella tests
does not do a multiple tube fermentation (MPN) and only provides its results in term of positive
(+) or negative (-). They said they could look into a multiple tube fermentation method, but the
test would cost at least$225, compared to $25 for fecal Coliform. On the basis of cost and the
fact that the regulations state that either test can be used, we propose to proceed with fecal
Coliform testing.
2. We would like the demonstration project to proceed until May 1.
3. We would like to submit the results of the demonstration project to your department on June 1.
The following areas we will perform as directed in your letter:
1. We will test for pathogens on a monthly basis
2. We will track the material in the compost piles such that accurate temperature readings for
discrete portions of compost can be made.
I apologize for the tardiness of this letter. If you have any questions please contact me at (916) 325-
2577.
Sincerely,
Blake Tresan
cc: Thomas Sanchez, Vice-President, Operations, CRS
2114 N Street
Sacramento,CA 95816
916-325-2577
916-325-9762 FAX
Recycled Paper
