the ASTs containing used oil ranges from 550-gallons (A-28 Locomotive Maintenance Building) <br /> to 18,000-gallons (A-34 and A-35 Wastewater Treatment Plant). <br /> 1.2.2 Commerce Yard <br /> The Commerce Yard contains a total of twenty (20) above-ground storage tanks (ASTs) that <br /> contain petroleum hydrocarbons (e.g, gasoline, diesel fuel, lube oil, used oil, and compressor <br /> oil) ranging in size from approximately 95-gallons to approximately 819,000-gallons. Four of <br /> these ASTs (A-4, A-6, A-8, and A-14) contain used oil generated from maintenance-related <br /> activities or recovered from the wastewater treatment system. The storage capacity of the <br /> ASTs containing used oil ranges from 500-gallons (A-8 Wastewater Treatment Plant) to 27,000- <br /> gallons (A-4 Tank Farm). <br /> 1.2.3 Richmond Yard <br /> The Richmond Yard contains a total of twelve (12) above-ground storage tanks (ASTs) that <br /> contain petroleum hydrocarbons (e.g, gasoline, diesel fuel, lube oil, used oil, motor oil, and <br /> hydraulic oil) ranging in size from approximately 250-gallons to approximately 1,460,000- <br /> gallons. Three of these ASTs (A-4, A-5, and A-10) contain used oil generated from <br /> maintenance-related activities. The storage capacity of the ASTs containing used oil range from <br /> 250-gallons (A-10 East of Trailer Maintenance Building) to 2,500-gallons (A-5 Southwest of <br /> Turntable). <br /> 1.3 Summary of Used Oil Quantities by Facility <br /> Within California, BNSF operates thirty-one (31) facilities that are associated with the <br /> maintenance and repair of locomotives or rail-bound and off-road equipment. During the 2013 <br /> calendar year, the cumulative total of approximately 3,297 tons of used oil (Waste Code 221) <br /> was generated at these facilities. All of the used oil generated from these facilities were <br /> managed as hazardous waste and shipped offsite for recycling under uniform hazardous waste <br /> manifests. <br /> Approximately 99.62% of the used oil generated by BNSF was associated with three locomotive <br /> service and maintenance facilities (Barstow [-2,395 tons], Commerce [-824.1 tons], and <br /> Richmond [-64.9 tons]). During 2013, no used oil was generated from nine (9) of the BNSF <br /> facilities. The quantity of used oil generated at the remaining nineteen (19) remaining BNSF <br /> facilities ranged from approximately 0.076 tons (or approximately 21 gallons) to 2.546 tons (or <br /> approximately 687 gallons). <br /> Table 1 provides a summary of the quantity of used oil generated from the thirty-one (31) BNSF <br /> facilities during 2013. <br /> 1.4 Historical Laboratory Analysis of Used Oil <br /> BNSF has historically collected samples of used oil from select facilities for laboratory analysis. <br /> These laboratory analyses provide additional insight regarding the general characteristics of the <br /> used oil and also provide a relative demonstration of the purity standards for recycling purposes. <br /> The most-recent laboratory analysis of BNSF used oil was obtained from the Barstow facility in <br /> Hazardous Waste Variance Application 3 July 29, 2014 <br /> BNSF Railway <br /> TRC Project No. 211983 <br />
