the total halogen or polychlorinated biphenyl content, are introduced in to the lubricating oil. <br /> Consequently, no used oil generated at any of BNSF's facilities have failed the rebuttable <br /> presumption and all used oil has been accepted for recycling. <br /> 1.6 Proposed Used Oil Sampling and Analysis <br /> In order to support the variance application, additional representative sampling of used oil is <br /> proposed. Details regarding the representative sample collection and analysis are presented in <br /> Appendix B — Used Oil Sampling and Analysis Plan. <br /> For the purpose of supporting the hazardous waste variance application, collection and analysis <br /> of representative samples from nineteen (19) of the BNSF facilities that generate used oil is <br /> proposed. Factors considered in identifying sampling locations include 1) the quantity of used <br /> oil generated and 2) the geographic location of the facility. The general intent of the sampling <br /> regime was to collect at least one representative sample from a facility under the regulatory <br /> jurisdiction of each Certified Unified Program Agency (CUPA).
