URS <br /> August 16,2004 <br /> Mr. Robert McClellon <br /> Supervisor R.E.H.S. <br /> San Joaquin County Environmental Health Department(SJCEHD) <br /> 304 East Weber Avenue,Third Floor <br /> Stockton, California 95202-2708 <br /> Subject: Gas Migration Monitoring Probes Installation Report and <br /> Quarterly Monitoring Report <br /> World Enterprises Site <br /> Stockton, California <br /> Dear Mr.McClellon: <br /> URS has prepared this letter report on behalf of RadioShack to describe the field activities completed at <br /> the World Enterprises site in Stockton, California, on April 7, 2004 for the installation of the gas <br /> migration monitoring probes and the results of these activities (Figure 1). In addition, this letter report <br /> describes the field activities completed during the quarterly monitoring at this site on July 9, 2004 and <br /> summarizes the results of those monitoring activities. <br /> This report has been organized into the following sections: Background, Field Activities, Results, and <br /> Conclusions and Recommendations. <br /> BACKGROUND <br /> The World Enterprises site is located in Stockton, California as shown in Figure 1. The site was <br /> formerly permitted as a debris disposal site (debris from demolished buildings, including wood, rubble, <br /> concrete, and other fill materials). On July 17, 2003, Mr. Robert McClellon and Mr. Ted Tasiopoulos of <br /> SJCEHD conducted an annual inspection at the World Enterprises site that included the measurement of <br /> the methane concentration from nine temporary boreholes located along the perimeter of the site. As a <br /> result of this inspection, SJCEHD specified on the Closed Site Inspection Report that Tandy Corporation <br /> (currently known as RadioShack) "provide workplan to EHD for installation of gas migration probes <br /> within 90 days of receipt (or November 2003)." In a letter dated September 18, 2003, SJCEHD <br /> requested RadioShack to "submit a plan to install a minimum of one gas monitoring probe on north, <br /> south,east, and west boundaries." <br /> A work plan was transmitted to SJCEHD for approval on November 7, 2003, to address SJCEHD <br /> concerns identified in the Closed Site Inspection Report dated July 17, 2003, and in your letter of <br /> September 18, 2003.
