ABC . <br /> st', . <br /> April 20, 2018 <br /> San Joaquin County CDD <br /> Local Planning Department <br /> Attention:John Funderburg <br /> 1810 E Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Mr Funderburg; <br /> The purpose of this letter is to notify the Environmental Health Services Division of the <br /> San Joaquin County, in accordance with California Code of Regulations,Title 14, Natural <br /> Resources-Division 7, CIWMB, Chapter 5, Article 3, Section 18103.1,of our intent to initiate an <br /> Agricultural Materials Composting Operation at Caton Ag, Inc., under the name Advanced Soils. <br /> Advanced Soils is a composting company in the San Joaquin Valley, located at 14303 Campbell <br /> Rd., Escalon, CA 95320. Questions specific to the Composting Operation can be addressed to <br /> Nelson Furtado, 209-499-3639, co-owner of Advanced Soils. The owner of the ranch and co- <br /> owner of Advanced Soils is Matt Caton, who can be reached at 209-495-7769. <br /> Advanced Soils is authorized by Chapter 3.1 Article 6. Composting Operating Standards, <br /> Sections: 17865/17867/17866.5 of Division 7 of Title 14. The Advanced Soils Composting <br /> Operation falls within the Enforcement Agency Notification regulatory tier. Specifically, <br /> Advanced Soils receives livestock manure and bedding, collected from various dairies and feed <br /> lots, along with pomace received from local wineries. No more than 12,500 cubic yards of <br /> feedstock, compost, and/or other materials is on-site at any one time. The feedstock is <br /> combined in windrow piles and turned until composted, and then the material is screened. <br /> Approximately 3,125 cubic yards of material is processed per month, 37,500 cubic yards of <br /> material annually, with an estimated peak load of approximately 12,500 cubic yards. <br /> The nature of Advanced Soils composting operation precludes a priori determination of hours <br /> of operation. Composting is generated from approximately April 1't through November 30th <br /> each year. Composting activities will occur as needed and during daylight hours only. Our <br /> standard hours of operation will range from 7:00am to 5:00pm, Monday thru Friday.
