3.0 <br />Schedule for Implementation — 40 CFR 112.3(a) <br />Initial Date of 0 eration: Prior to August 2002 Previous Plan Date: January is, 2009 Current Plan Date: February 14, 2014 <br />The following spill prevention-related equipment and procedures are scheduled to be installed or im <br />plemented at the KRC TRACY PLANT: <br />Routine monthl visual examination of all onsite oil •roduct stora e tanks. Since the tanks <br />are visible from all sides, a monthly visual inspection provides a practical alternative to <br />periodic integrity testing, while still providing equivalent environmental protection. A monthly <br />visual inspection on all sides will be performed in lieu of § 112.8(c) (6) <br />Monitor annular volume between •rima and seconda tanks <br />Ins ect seconda containment interior record findin s and seal outlets. <br />Continue month!y inspections. <br />4.0 Amendments to Plan by Regional Administrator - 40 CFR 112.4 <br />HISTORY OF SPILLS LAST 5 YEARS <br />If a facility has discharged more than 1,000 US gallons of oil in a single discharge or more than 42 <br />US gallons of oil twice within a 12-month period, the facility must submit documentation to the EPA <br />Regional Administrator. The Regional Administrator may then require the facility to amend its SPCC Plan. <br />There have been no reportable oil product spills or discharges at this site in the last five years. <br />5.0 Amendments to Plan by Owner — 40 CFR 112.5 <br />The Environmental Manager, California KRC or a qualified designee will conduct a review of this <br />SPCC Plan at a minimum of once every five years. Any amendments to this plan will be <br />documented and included on the Log of Plan Review and Amendments form in the beginning of <br />the Plan. Minor changes such as clerical errors, personnel changes, or other contact information <br />may be changed by management. Any change that occurs in the facility design, construction, <br />operation or maintenance which materially affects the facility's potential for the discharge of oil <br />requires that the Plan be modified to reflect the facility change and that a licensed Professional <br />Engineer review and certify the Plan within six months of the facility change. The Log of Plan <br />Review and Amendments will be used to track the revisions to the plan.
