I. INTRODUCTION <br />Mr. Ahmed Hussein, Command Sergeant Major (Ret.) United States Army, is proposing to <br />construct an Ag Building, an Abattoir and livestock holding pens on property he owns at 7300 <br />West Delta Ave. in Tracy CA. His operation will not be considered a commercial or industrial <br />business. This Report contains the Nitrate Loading/Soil Suitability Studies and design details for <br />the Onsite Wastewater Treatment System (OWTS) as required by the San Joaquin County <br />Environmental health Department (EHD). A required EHD Manure Management Plan has also <br />been completed for this project and has been submitted under separate cover to the EHD Solid <br />Waste Unit. <br />These Studies provide the EHD with their required information regarding the examination of the <br />underlying soil and groundwater, nitrate loading potential, and design parameters in conjunction <br />with these findings. This report complies with San Joaquin County Development Title, Section <br />9-1105.2(d). <br />Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br />applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br />Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br />Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br />Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br />sections of the Checklists, but may not necessarily be referenced. <br />NLS§ 2.3, SSS§ 3.1. The subject property is located on Delta Avenue at the southern edge of the <br />San Joaquin Delta. There is no record of there ever having been a septic system on the property. <br />There is an on-site well that currently provides water for the existing animals on the property and <br />will serve the entire facility once constructed. <br />SSS§ 1.1, 1.2. The SJC District Viewer and APN Maps illustrate the data and orientation of the <br />two subject Parcels. Parcel 213-020-41 is 3.93 acres and Parcel 213-020-38 is 36.46 acres, for a <br />total of 40.39 acres. The abattoir/ag building will be exclusively on Parcel 213-020-41. <br />However, the SJC Community Development Department recognizes these two Parcels as one legal <br />lot. Planning Application MS -93-0115 created the current Parcel configuration. The map recorded <br />for this application is PM -21-0003A. <br />Current land use of the property consists of importing soil to raise the building pad above flood <br />elevation so that the referenced building can be constructed, and for animal husbandry. <br />The testing protocol has found the indigenous soils under the proposed leachfield disposal area <br />location to contain a predominate clay loam soil material possessing a comparatively favorable <br />permeability considering the clay content of the soil.
