Stains can be found directly underneath the lowest <br /> point of the hoses. <br /> -The absorbent for fuel was kept in a container without a lid, allowing fuel to release into the air. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately fix the leak source for dispenser 9/10 and keep a lid on the absorbent <br /> container. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit a <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department describing <br /> the storage and final disposition of the cleaned up waste. <br /> This is a repeat violation, Class Il. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: This facility generates used metal oil filters. A complete three year bill of lading record for used oil <br /> filter recycling was not observed during the inspection. A work order for 2/13/2020 stated fuel filters were replaced, <br /> a bill of lading was not observed for the fuel filter replacements. <br /> REGULATION GUIDANCE: Persons generating,transporting, or receiving used metal oil filters shall use a bill of <br /> lading to record the transfer of used oil filters. Bills of lading must indicate generator,transporter, and receiving <br /> company names, addresses,telephone numbers,the quantity and size of used oil filter containers transferred, and <br /> the date of transfer.A copy of each bill of lading must be kept on the premises of the generator,transporter, and <br /> receiving facility where the used oil filters were handled. Copies of bills of lading shall be kept for a period of three <br /> years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br /> metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br /> Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 12/16/2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
