SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PRESTON PIPELINES INC 1 12687 S MANTHEY RD, LATHROP November 19, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The following spill containment was observed in the main shop adjacent to office: <br /> -One secondary containment for one 55-gallon container with used oil observed with approximately one inch of used <br /> oil. <br /> -One secondary containment for one 55-gallon container with hydraulic oil observed with approximately one inch of <br /> used oil. <br /> The following was observed in the maintenance shack observed in the west end of the site: <br /> -Secondary containment for two approximately 225 gallon hydraulic oil tank and one approximately 100 gallon <br /> hydraulic oil tank observed with approximately 2 inches of used oil and oily solids. <br /> REGULATION GUIDANCE:All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment for the hydraulic into proper working order by removing <br /> the liquid in the secondary containment and placing in the proper waste container. Provide a corrective action <br /> statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class II. <br /> 505 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> OBSERVATION: The hazardous waste tank storing used oil does not have complete labeling. <br /> -One 550 gallon tank with used oil observed with no accumulation start date. <br /> Note: Operator could not determine when used oil was placed in tank. <br /> REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the <br /> accumulation start date. <br /> CORRECTIVE ACTION: Label the hazardous waste tanks with the words"Hazardous Waste"and the accumulation <br /> start date.
