A J OA U I Environmental Health Department <br /> COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> A&A GAS FOOD MART 1 1330 E YOSEMITE AVE, MANTECA November 23, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: A 5 gallon metal bucket of waste absorbent was observed in the back storage room with inaccurate <br /> accumulation date, start date and no hazardous properties indicated. A 55 gallon black steel drum containing <br /> absorbent was observed near the dumpster with a blank hazardous waste label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: This facility generates drained used metal fuel filters. A complete three year bill of lading record <br /> for used fuel filter recycling was not observed during the inspection. Copies of fuel filter receipts were not found on <br /> site during the inspection. <br /> REGULATION GUIDANCE: <br /> Persons generating, transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br /> used oil filters. Bills of lading must indicate generator, transporter, and receiving company names, addresses, <br /> telephone numbers, the quantity and size of used oil filter containers transferred, and the date of transfer. A copy of <br /> each bill of lading must be kept on the premises of the generator, transporter, and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br /> metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br /> Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br /> Joaquin County Environmental Health Department (EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 12/23/2020 . <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
