These requirements cannot be modified . 1 ) Prior to the issuance of any building permits , sewer facilities shall either be bonded for or be in place , as evidenced by a letter from the serving entity (San Joaquin County Development Title , Section 9 - 1100 . 3 ( d ) ) . Note : The Environmental Health Department ( EHD ) has received the will serve letter from the City of Stockton Department of Municipal Utilities ; the letter will expire May 30 , 2021 . 2 ) The proposed project will connect to the Stockton 99 Speedway Water System ( 3901242 ) . The project can install a new public water source (well ) or physically connect to the existing well at the Stockton 99 Speedway . The connection to the water system needs to use only NSF 61 approved equipment and piping . Provide a schematic of the proposed changes to the water system as part of the permit amendment for Stockton 99 Speedway Small Public Water System ( SPWS) at time of application . The permit amendment for the SPWS can take up to 180 days . The permit amendment must be completed prior to occupancy .
