INTRODUCTION <br /> This report issues my investigative findings regarding the Soil Suitability and Nitrate Loading <br /> Studies conducted for the project referenced on the Title Page. These Studies were required <br /> because of regulations enacted by the San Joaquin County Environmental Health Department <br /> (EHD)to determine if nitrate loading standards would be exceeded when improvements are <br /> proposed for a subject Parcel less than two acres in area. <br /> SSS§ 1.1, 1.2. Mr. & Mrs. Keenan are proposing to move a three bedroom, two bath modular <br /> (manufactured) home as a second unit dwelling onto the subject Parcel they own. A two bedroom, <br /> two bath primary dwelling exists on the property,which is undergoing renovation. An existing <br /> domestic water well is adjacent to the north of the primary dwelling and is proposed to serve both <br /> structures. <br /> SSS§ 1.3. The property is a total 1.40 acres as illustrated on the Assessors Parcel and District <br /> Viewer Maps. Both the Assessors Parcel and District Viewer maps illustrate the two subject <br /> Parcels as individual Parcels. However, it is my understanding a Lot Line Adjustment(LA-01-97) <br /> adjusted the property line between APN 25-260-10 and 257-260-11 so that 257-260-11 has been <br /> increased in area by 1.00 acres to a total of 1.40 acres (per APN Map). This LLA document is <br /> found in Appendix B. The property is surrounded by orchards and rural residential structures. <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§,are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists, but may not necessarily be referenced. <br /> The following summarizes the investigative parameters included to complete this report: <br /> • A percolation test was performed for this study in the proposed location of the future leachfield <br /> disposal area. Test results indicate a permeable soil at the shallow test depth, representative of <br /> leachline trenches or a filter bed onsite wastewater treatment system(OWTS). <br /> • Soil chemical testing was conducted on two soil samples retrieved from a backhoe test pit <br /> near the proposed disposal area for the modular home. Physical testing of the soil sample <br /> included texture particle size analysis for sand, silt and clay content and chemical testing <br /> analyses for the constituents that influence nitrate loading. <br /> • The nitrate loading to the on-site soils in combination with nitrate impact potential to the <br /> underlying groundwater from percolating effluent was calculated to be under the <br /> Maximum Contaminant Level. Natural nitrate impact mitigation measures have been <br /> described in this report. <br /> • Design and operational parameters of the proposed onsite wastewater treatment system <br /> (OWTS)to serve the new residence are included in this report. <br /> Pae -1- <br /> Chesney Consulting <br />
