unfortunately, the number of drivers who use the taming lane on Hwy 89/12 from Brandt Rd east to Wcoobrd
enter as a traffic lane with no regard for safety. The CHP who serve this area are very responsive to service calls
but do not have assigned officers for proactive policing in our area An Indirect consequence of Increased traffic
along Hwy 88/12 near or at Locke Rd is that locals and commuters "bypass" the congestion by taking alternate
mutes to and from Lockeford using Iully, Hammond, lack Tone, lack Tone Bypass and Kettleman Roads thereby
Increasing traffic In residential neighhorhoodc Hwy 88/12 also sees its share of commuter and recreational
travelers from adjacent Ani and Calaveras counties on a regular basis. Regarding the Hwy 12/Tretheway
Antersomon in addition of having a lent way
aR excessive speed
observed over the 55mph limit. Regarding bicycle It Recently, on behalf of the MAC, I attended at Zoom
meeting hosted by Coffers about the updating of the Bicycle Master Plan. The proposed extension of the
bicycle route on Hwy 12/88 from Brandt Rd_ east through Lodeford and eventual connection with Victor
Rd/Hwy 12 is targeted for construction In the next 5 years. Any vehicle traffic from the project would travel east
and west adjacent to these bleycle lanes. Regarding the increase In local traffic due to business: The proposed
24 employees ending their daily shift at RPM could easily create an impact on afternoon traffic congestion. What
about most breaks off site? What about the type and size of the 10 delivery truck vehicles holy? Would they be
18 wheel freight, van, box truck, armored vehicles? Does this include internal business traffic such as moving
cash onto the site for payday, state and county on site viou, etc?
Indirect Impazts are more focused on quality of life and sense of small town security for the town of Lockeford.
Comments voiced by some residents are of the decline of "reputation" and increase In non family oriented
whoiesome community activity. Would ltlmpact property values? There are those few who would benefit from
employ en[ hot he number is notsubstantial. Additionally, it appears that expenses would definitely ott rod
many county departments for cannabis business_ staff and time for tax collection (In cashlr sheriffs office
background checks and files, agriculture oversight to name a few. Would income offset expenses? If there were
tax revenue, how would It benefit the community of Lockeford? schools? law enforcement?County general
fund?
In summary the MAC sees a number of unknowns In this large scale, first of a kind cannabis proposal. The
rumors and uniformed and casual comments are no fault of local residents. The Lockeford community should be
afforded the opportunity to make educated comments antl recommendations after public notice and
danfication of these environmental impacts.
Thank you for allowing us to voice our concerns as representatives of the residents of Lockeford. We would
appreciate if you take them Into consideration
With kind regards,
fznelc
Patti Stetson, 2020 2021 Chairperson
Lockeford MAC
Cc: Chuck Winn, San Joaquin County Supervisor, District R
Lockeford MAC
