Inspected and verified tank without lid. Lid could not be found but WONG
according to resident Terry Nay (530-798-0796) it flowed down the storm gully
during the rain storm over the weekend and last Friday. Liquid up to the tank top
and has not dropped, which may pointed to a failing system. Issued NAI to
property owner who's Terry's father-in-law. Property on county, but the storm
water release when the pump kicks on comes from the city.
01/23/2019 MAILED SEWAGE DISPOSAL NOTICE TO ABATE DATED 1/22/2019, MEUANGKHOTH
CERTIFIED, TO PROPERTY OWNER:
REGINALD TEICHMAN LF EST
4350 CHEROKEE RD#40
STOCKTON, CA 95215
CERTIFIED TRACKING#: 70150920000179977086
01/23/2019 Leaf 1012. Worked on NAI, photos. Referred case to Brian Uribe of COS Muni WONG
Utilities, but he rejected it stating once contamination (sewage) hits the "river"
(which Brian described for the gully which the city storm drain outlet empties into),
it becomes Fish and Game's jurisdiction. Called FnG dispatch at 916-358-1312
and referred information to Jennifer. Also emailed scan of NAI and photos to
Brian as requested at brian.uribe@stocktonca.gov . Agreed to Bonnie's (owner's
daughter) request that today be non-billable (revised on 3/6/19)
CHNG SC 544 TO 007
03/06/2019 Leaf 1012. Adjusted daily to non billable since a lot of work that day had to do with WONG
talking to other agencies; agreed to resend new invoice with reduced charge after
speaking to Bonnie 242-4549 (yesterday). I told Bonnie they still have to pay for
the other day (day of inspection) and has to make the correction. I will come out in
2 weeks(3/20/2019) and do a billable reinspection unless they can prove to me
the correction has been made (photo, invoice, etc.)without me having to go out in
2 weeks.
03/19/2019 Leaf 1012. Terry called. Still have not replaced lid nor plumb out tank. Gave him WONG
until next Monday. Will inspect first thing.
04/25/2019 Leaf 1012. Recived copy of tank pump receipt dated 3/27/19, and photo of tank WONG
being worked on. Called Terry and left v.m. that I can't make out if the lid has
been replaced based on the photo.
5105.rpt Page 1 of 2
