Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />December 09, 2020 <br /> Facility Address: <br /> 2701 W MARCH LN, STOCKTON <br /> Facility Name: <br /> MARCH LANE 76* <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: The Hazardous Materials Inventory forms for diesel, gasoline, and carbon dioxide were not <br />complete. <br />• diesel contained obsolete hazard categories, did not list storage pressure or storage temperature <br />• gasoline contained obsolete hazard categories <br />• carbon dioxide contained obsolete hazard categories <br />REGULATION GUIDANCE: This information must be current and submitted as part of the business plan. <br />CORRECTIVE ACTION: This was corrected on site <br />This is a minor violation. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: A site map was not completed or submitted as part of the business plan. <br />The following items were missing from the site map: <br />• Loading areas <br />• Internal roads <br />• An additional fire extinguisher was found in the stockroom <br />• The absorbents are kept in the stockroom instead of where listed on map <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. If a site map element is not applicable <br />for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: This was corrected on site. <br />This is a minor violation. <br /> 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. <br />• Only the first page of the Consolidated Emergency Response/Contingency Plan was uploaded into CERS, pages <br />2-4 were missing. <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a <br />release or threatened release of hazardous materials, including, but not limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br /> - evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: This was corrected on site. <br />This is a Class II violation. <br />FA0003798 PR0520496 SC001 12/09/2020 <br />EHD 19-01 Rev. 9/16/2020 Hazardous Materials Program OIRPage 2 of 4 <br />1868 E.
