Liberty Road, Clements, CA 95227(APN 009-110-11) <br /> San Joaquin County, Environmental Health Department(EHD)conducted a complaint inspection July 10, 2017 <br /> at the above referenced property. The complaint alleged that debris material had been buried on site.The results <br /> of the investigation revealed that there is a large amount of waste that has been disposed of on site. Most of the <br /> waste is located on the north side of the residence. There are other areas that are suspect. Oblivious signs of <br /> disposal included slopes that differ from the surrounding terrain, as well as, exposed concrete debris around the <br /> slopes of site. Accumulation of additional concrete debris and junk material was observed near the center of the <br /> disposal site.The disposal and accumulation of solid waste on the property is a violation of County Ordinance: <br /> 1. San Joaquin County Ordinance (SJCO),No. 2887, <br /> • Chapter 4, Section 5-2400; Accumulation of refuse,waste, and filth is prohibited. <br /> • Chapter 4, Section 5-2401; Disposal on premises. <br /> • Chapter 4, Section 5-2403; Frequency of service. <br /> • Chapter 6, Section 5-2600; Disposal area permit required. <br /> Effective immediately cease and desist all unauthorized disposal of solid waste onto the above referenced <br /> property. Submit to this office, for review and approval, a plan to investigate the area suspected of disposal. <br /> The contents of the plan shall include,but not be limited to: a site health and safety plan, a scope of work, a <br /> work-plan,the name of the contractor performing the investigation, a plan for handling and disposal of any <br /> household hazardous wastes and/or hazardous wastes discovered during the investigation. The material suitable <br /> for recycling shall be recycled at an approved recycling facility. All excavation activity will be conducted under <br /> EHD superivision. Copies of all disposal receipts shall be provided to this department.
