The project is not located within the vicinity of a private airstrip or an airport land use plan or, where <br /> such a plan has not been adopted, within 2 miles of a public airport or public use airport. The closest airport is the <br /> Tracy Municipal Airport, located approximately 3 miles southeast of the project site, and the project site is outside <br /> of the airport influence area as delineated in the Tracy Municipal Airport Master Plan (City of Tracy 1998). As <br /> such, no impacts associated with public or private airstrips would occur, and this issue will not be further <br /> evaluated in the Draft EIR. <br /> f) Less-than-Significant Impact. The County of San Joaquin Emergency Operations Plan is an all-hazards <br /> document describing the County's incident management structure, compliance with relevant legal statutes, other <br /> relevant guidelines, whole community engagement, continuity of government focus, and critical components of <br /> the incident management structure. According to the Emergency Operations Plan, major transportation routes in <br /> the County, including 1-580 and 1-205, would be possible evacuation routes in the event of an emergency. <br /> The project would not affect these routes, and moreover, the project would not affect the County's ability to <br /> implement its Emergency Operations Plan in the event of an emergency. In addition, the City has adopted a <br /> Comprehensive Emergency Management Plan. However, there are no specific routes identified in the <br /> Comprehensive Emergency Management Plan. Notwithstanding, the project would not impede access to any <br /> public route that might be needed as an evacuation route. Should project construction require temporary closures <br /> of lanes within Schulte Road, traffic control measures (consistent with the California Manual on Uniform Traffic <br /> Control Devices and as required by the County Public Works Department as part of the encroachment permit <br /> process)would be implemented to ensure local emergency access is maintained. As a result, the Project would <br /> not significantly affect emergency response or evacuation activities. Therefore, impacts associated with <br /> emergency response or evacuation plans would be less than significant, and this issue will not be further <br /> evaluated in the Draft EIR. <br /> g) Less-than-Significant Impact. The Project site is not located within a Fire Hazard Severity Zone or a Very High <br /> Fire Hazard Severity Zone according to the Local Responsibility and State Responsibility Area maps by the <br /> California Department of Forestry and Fire Protection (CAL FIRE 2020). The California Department of Forestry <br /> and Fire Protection has designated areas south and southwest of the project site as being within a Moderate Fire <br /> Hazard Severity Zone within a Local Responsibility Area (CAL FIRE 2020). <br /> In addition, some undeveloped hillside areas in the Diablo Mountains south of 1-580, approximately 3.7 miles <br /> southwest of the project site, are designated as being within a High Fire Hazard Severity Zone within a State <br /> Responsibility Area (CAL FIRE 2020). These ratings do not extend to the project site and the Delta Mendota <br /> Canal separates the project site from these areas to the south, which could function as a firebreak in the event of <br /> a wildfire, further lessening the potential for wildfire to affect the project site. Therefore, impacts associated with <br /> wildland fires would be less than significant, and this issue will not be further evaluated in the Draft EIR. <br /> Enter oroiect#s. —Initial Study 21 <br />
