SSJCFA Board of Directors reviews its budget on an annual basis and makes the appropriate provisions for <br /> additional personnel, equipment, and facility improvements as necessary. As concluded in the City of Tracy <br /> Municipal Services Review prepared in May 2019, the City and the Rural Fire Protection District have actively <br /> planned to ensure adequate fire services are provided throughout their service areas, even when accounting for <br /> increased service demands as areas are developed (City of Tracy 2019). <br /> Because SSJCA, the City, and the Rural Fire Protection District have appropriately planned for anticipated growth <br /> in the greater project area (including the project), and because the project would be subject to the fire impact fees <br /> collected by the Rural Fire Protection District and would contribute funds to the operation of the SSJCA on an on- <br /> going basis (through the County's property tax assessment and special assessment fee collections), the project <br /> would result in less-than-significant impacts with regard to the provision of new fire protection facilities. Therefore, <br /> impacts associated with fire protection facilities would be less than significant, and this issue will not be further <br /> evaluated in the Draft EIR. <br /> ii) Less-than-Significant Impact. Police protection services for the project area are provided by the San Joaquin <br /> County Sheriff's Department. The County is divided into eight geographical areas, or"beats."These beats are <br /> staffed around the clock, providing emergency response capability to citizens in the unincorporated area. The <br /> project site is located within Beat 8, which generally covers the unincorporated areas around Tracy. The Police <br /> Department and San Joaquin County Sheriff's Department provide mutual aid when a situation exceeds the <br /> capabilities of either department. <br /> According to the County's General Plan, the County is anticipating growth within SOls that would not be <br /> immediately annexed into a particular city, and the Sheriff's Office has long-term staffing plans that would <br /> increase staffing across multiple divisions and expand patrol services into various urban and rural areas to be <br /> used as substations. The Project would result in the payment of property taxes that would result in additional <br /> revenue being available to the County, and, indirectly, would result in increased revenue available to the Sheriff's <br /> Department. <br /> In addition, compared with land use such as residential or commercial, the proposed warehouse and logistics use <br /> would not result in anything more than a nominal increase in calls for police protection service to the project site; <br /> as such, the project is not anticipated to generate a larger volume of calls of service to the site that could burden <br /> the County Sheriff's Department. Further, design of the project would also incorporate the basic principles Crime <br /> Prevention Through Environmental Design, including controlling access to buildings to reduce opportunities for <br /> crime to occur and making as much of the site visible from the public right-of-way to deter on-site crimes. <br /> Therefore, impacts associated with police protection facilities would be less than significant, and this issue will not <br /> be further evaluated in the Draft EIR. <br /> iii) Less-than-Significant Impact. The project site is located within the Lammersville Unified School District. The <br /> project involves the development of a warehouse and distribution use and does not include a residential <br /> component that would directly result in new residents or school-age children in the area. While a portion of the <br /> project's employees are likely to have school-age children, it is anticipated that the majority of these employees <br /> would already be located within the project area (refer to Section XIV, Population and Housing) and would not <br /> introduce new school-age children to the area's school districts. If there are any school-age children introduced to <br /> the area that would be newly enrolled in area school districts, the number would be nominal and should not result <br /> in the need for new or expanded school facilities. <br /> Nonetheless, all residential and non-residential development projects are subject to the requirements set forth in <br /> Senate Bill 50, which requires payment of mandatory impact fees to offset any impact to school services or <br /> facilities. The provisions of Senate Bill 50 are deemed to provide full and complete mitigation of school facilities <br /> impacts, notwithstanding any contrary provisions in CEQA or other state or local laws (Government Code Section <br /> 65996). In accordance with Senate Bill 50, the Project Applicant would pay its fair share of impact fees based on <br /> the amount of proposed square footage. These impact fees are required of most residential, commercial, and <br /> industrial development projects in the County. Therefore, impacts associated with school facilities would be less <br /> than significant, and this issue will not be further evaluated in the Draft EIR. <br /> iv) Less-than-Significant Impact. Given the lack of population growth as a result of the Project, neither construction <br /> nor operation of the Project would generate new residents to the extent that new or expanded park facilities would <br /> be required. Therefore, impacts associated with park facilities would be less than significant, and no further <br /> analysis will be conducted in the Draft EIR. <br /> v) Less-than-Significant Impact. The Project would not directly or indirectly induce substantial population growth in <br /> the project area. As such, it is unlikely that the Project would cause an increase in the use of other public facilities <br /> such as libraries and community centers. Therefore, impacts associated with libraries and other public facilities <br /> would be less than significant, and no further analysis will be conducted in the Draft EIR. <br /> Enter oroiect#s. —Initial Study 31 <br />
