Aesthetics. <br /> Except as provided in Public Resources Code Section 21099, <br /> would the project: <br /> a) Have a substantial adverse effect on a scenic vista? ❑ ❑ X ❑ <br /> b) Substantially damage scenic resources, including, but not <br /> limited to, trees, rock outcroppings, and historic buildings ❑ 1:11:1within a state scenic highway? <br /> c) In non-urbanized areas, substantially degrade the existing <br /> visual character or quality of public views of the site and its <br /> surroundings? X❑ <br /> Impact Discussion: <br /> a) Less-than-Significant Impact. San Joaquin County is set within the greater San Joaquin Valley, with the delta and <br /> large expanses of generally flat, agricultural lands and urban development framed by the foothills of the Diablo Range <br /> to the west and the foothills of the Sierra Nevada to the east.According to the County's General Plan, scenic resources <br /> within the County include waterways, hilltops, and oak groves (County of San Joaquin 2016). <br /> The project site is located in a generally flat area and is surrounded by industrial development to the south and west <br /> and agricultural uses to the north and east. The project would involve the development of three, approximately 45-foot- <br /> tall warehouse buildings on a vacant site, which could potentially obstruct views of scenic resources, if there were <br /> scenic resources located within the vicinity of the project site. However, no scenic resources identified by the County's <br /> General Plan (i.e., waterways, hilltops, or oak groves) are located within the vicinity of the project. Agricultural lands <br /> are located adjacent to the project site; however, given the presence of the existing industrial uses immediately south <br /> and west of the project site, as well as the presence of industrial and residential development in the greater project <br /> area, the viewshed that the project site is located within would not be considered to contain expansive views of <br /> agricultural lands. The project site is not located within a scenic vista nor would it affect any local scenic resources. <br /> Therefore, the project would have a less-than-significant impact associated with scenic vistas. This issue will not be <br /> further discussed in the EIR. <br /> b) Less-than-Significant Impact. There are two officially designated state scenic highways in San Joaquin County: 1- <br /> 580 and 1-5 (Caltrans 2020). 1-580 is located approximately 1.5 miles southwest of the project site. Views toward the <br /> project site from 1-580 primarily consist of rolling hills covered in low grasses, agricultural uses, and industrial uses <br /> adjacent to the project site. Industrial uses adjacent to the project site would block views of the project from 1-580, and <br /> rolling hills intermittently block views toward the project site. 1-5 is located approximately 11.8 miles southeast of the <br /> project site. Due to distance, intervening terrain, and development, the project site not visible from 1-5. <br /> In addition, the County has designated 26 roadways within the County as local scenic routes (County of San Joaquin <br /> 2016). The nearest locally designated scenic routes are 1-580 and Corral Hollow Road,which extends to the southwest <br /> from 1-580, and does not have views of the project site.Therefore,the project would have a less-than-significant impact <br /> associated with scenic resources within a state- or locally designated scenic highway. This issue will not be further <br /> discussed in the EIR. <br /> c) Less than Significant Impact. Per California Public Resources Code, Section 21071, the project site is located in a <br /> Enter project#s. —Initial Study 6 <br />
