One is a copy of the Vehicle Inspection Form that we use for the inspection. On
the left-hand side of the form there is a column that lists what we are looking for during the inspection. The other
attachment is San Joaquin County local ordinance, Developement Title 5-(Sections 5-2500) Health and
Sanitation, which refers, in the first paragraph, to"all laws of the State of California" pertaining to such vehicles.
Those laws can be referred to in Title 14 and 27 of California Code of Regulations as well as Department of
Transportation and California Highway Patrol codes.
When you requested a copy of local ordinance, I had that at my fingertips ready to send. The rest of the
regulations will require quite a bit of searching, cutting, and pasting. To be frank, I am assuming that you basically
wanted a list of what we look at during the inspection, so I sent the form we use for guidelines. Where we can
enforce spill kits, reflectors, etc.if need be, we just verify that BIT inspections are conducted at your company on
an annual basis. (i.e. A broken blinker affects the environment and public safety should an accident result, so if is
observed, it is noted on the inspection report. Otherwise we assume everything is in order.)
Basically, each vehicle should be equipped with.a broom and shovel for spill clean-up, and a charged fire
extinguisher. The vehicle includes the trailer it transports. We check for current DMV Registration, company ID
markings and numbered vehicles, basic maintenance, and seals or tarps for containing waste to include any liquid
waste. Among this list as well is Permit to operate, and I have just submitted paperwork to my Accounting Office
to permit three vehicles at$10.00 per year to operate. A bill will be sent to Tiger Lines' PO Box 1120, which we
have as the mailing address. So that's covered.
We inspect refuse vehicles on an annual basis. If you have further questions, please feel free to contact me.
Thanks for your cooperation. I look forward to meeting you on December 19th.
Sincerely,
Jenni Frase, REHS
San Joaquin County
Environmental Health Department
600 E.
