Residents-Awani Drive and Mokelumne River Drive February 17,2012 <br /> The Department of Resources, Recycling and Recovery (CalRecycle), Closed, Illegal and Abandoned (CIA) <br /> Section,was requested by the San Joaquin County Environmental Health Division to investigate the <br /> possibility of landfill gas migration issues at the Lodi City Landfill. The Health Division acts as the Local <br /> Enforcement Agency(LEA)for the County with respect to solid waste issues, and the enforcement <br /> officers for the County are Mr. Robert McClellon and Ms. Natalia Subbotnikova. The LEA was concerned <br /> due to the history of the solid waste management activities at the site that there might be a risk to <br /> public health and safety from methane gas migration,which at sufficient concentrations can be <br /> combustible. <br /> Note: Risks to public health and safety and the environment due to landfill gas are addressed in the <br /> State laws at: http•//www.caIrecycle.ca.gov/Laws/Regulations/Title27/ch3sb4b.htm#Article6 <br /> This notice is being dropped off at your door because your home is in close proximity to the work that <br /> will be conducted on the City of Lodi Landfill by the CIA section. <br /> The City of Lodi has authorized the CIA unit to conduct a Phase II investigation beginning Thursday, <br /> March 1,2012. The construction phase of the investigation will occur on Thursday, March 1, and from <br /> Monday, March 12th through Friday, March 16, 2012. The construction phase of the investigation is <br /> intended to install approximately 10 Landfill Gas Monitoring Wells to determine in part if methane gas <br /> from the City's former landfill operations is migrating outside the boundaries of the landfill and, if so, <br /> whether the gas is rising to the surface in sufficient concentrations to potentially pose a risk to public <br /> health and safety. The second part of the construction phase is to dig ten trenches to confirm the waste <br /> extents in the landfill area,take soil samples, and backfill the trenches immediately. These work <br /> activities will generate noise and dust. The machines will generate diesel fumes. <br /> As your safety is of paramount importance,should you choose not to vacate your home during the day <br /> time hours of operation,we ask that you close your doors and windows to reduce noise, dust,and <br /> fumes. Please do not approach the field crew performing the work as they have been instructed to <br /> temporarily cease operations until the area has once again been cleared of visitors. As the schedule is <br /> important,we thank you in advance for staying well clear of the investigation activities and allowing <br /> work to continue unimpeded so that we can expedite this study of landfill gas migration. <br /> The CIA section prepared and coordinated an investigation work plan to determine the concentrations <br /> of landfill gas and waste extents in the landfill area. Historical information and reports previously <br /> performed at the site were reviewed and all applicable historical data incorporated into developing the <br /> investigation work-scope. You will be provided an opportunity to <br /> review the report of the investigation findings after the study is completed.
