4.4 – Energy <br />Draft Environmental Impact Report February 2021 <br />14800 W. Schulte Road Logistics Center 4.4-10 <br />Policy PHS-6.0: Public Awareness. The County shall support public awareness about climate <br />change and encourage County residents and businesses to become involved in <br />activities and lifestyle changes that will aid in reduction of GHG emissions through <br />alternative energy use, energy and water conservation, waste reduction and <br />recycling, and other sustainable practices. <br />Goal NCR-5: To increase energy independence through the use of renewable energy sources and improved <br />energy conservation and efficiency. <br />Policy NCR-5.1: Nonrenewable Energy and Energy Efficiency. The County shall support the efforts <br />of residents, businesses, and energy providers to reduce the consumption of <br />nonrenewable energy and shall promote energy providers’ programs to increase <br />energy efficiency and implement demand response programs. <br />Policy NCR-5.2: Alternative Energy. The County shall support the efforts of residents, businesses, <br />and energy providers to develop and use alternative, renewable energy sources, <br />including but not limited to, biomass, solar, wind, and geothermal. <br />Policy NCR-5.9: Shaded Parking Lots. The County shall require parking lots to be shaded in the <br />summertime but allow winter solar access to adjacent buildings and sidewalks. <br />Policy NCR-5.11: Green Building Practices. The County shall encourage green building practices in <br />new construction. <br />Policy NCR-5.12: Energy Efficient Industry. The County shall support energy efficiency of <br />industrial processes. <br />Policy NCR-5.13: Solar Heating in Industrial Operations. The County shall encourage industrial <br />operations that require large amounts of hot water to incorporate active solar <br />systems in the design of buildings. <br />4.4.3 Thresholds of Significance <br />The significance criteria used to evaluate the Project impacts to energy are based on Appendix G of the California <br />Environmental Quality Act (CEQA) Guidelines. According to Appendix G of the CEQA Guidelines, a significant impact <br />related to energy would occur if a project would: <br />A. Result in potentially significant environmental impact due to wasteful, inefficient, or unnecessary <br />consumption of energy resources, during Project construction or operation. <br />B. Conflict with or obstruct a state or local plan for renewable energy or energy efficiency. <br />C. Result in cumulatively considerable energy impacts.
