The target <br />recycle rate was initially set at 90%, and rose to 95% beginning <br />January 1, 2012. <br />Light-Duty Vehicles AB 1493 (or the <br />Pavley Standard) <br />Cars that drive to and from the Project will be subject to AB <br />1493, which directed CARB to adopt a regulation requiring the <br />maximum feasible and cost-effective reduction of GHG emissions <br />from new passenger vehicles. Pursuant to AB 1493, CARB <br />adopted regulations that established a declining fleet average <br />standard for CO2, CH4, N2O, and HFCs (air conditioner <br />refrigerants) in new passenger vehicles and light-duty trucks <br />beginning with the 2009 model year and phased-in through the <br />2016 model year. These standards were divided into those <br />applicable to lighter and those applicable to heavier portions of <br />the passenger vehicle fleet. <br />The regulations will reduce “upstream” smog-forming emissions <br />from refining, marketing, and distribution of fuel. <br />Advanced Clean <br />Car and ZEV <br />Programs <br />Cars that drive to and from the Project will be subject to the <br />Advanced Clean Car and ZEV Programs. In January 2012, CARB <br />approved a new emissions-control program for model years 2017 <br />through 2025. The program combines the control of smog, soot, <br />and global warming gases and requirements for greater numbers <br />of zero-emission vehicles (ZEVs) into a single package of <br />standards called Advanced Clean Cars. By 2025, new <br />automobiles will emit 34% less global warming gases and 75% <br />less smog-forming emissions. <br />The ZEV Program will act as the focused technology of the <br />Advanced Clean Cars Program by requiring manufacturers to <br />produce increasing numbers of ZEVs and plug-in hybrid EVs in <br />the 2018–2025 model years. <br />Tire Inflation <br />Regulation <br />Cars that drive to and from the Project will be subject to the <br />CARB Tire Inflation Regulation, which took effect on September <br />1, 2010, and applies to vehicles with a gross vehicle weight <br />rating of 10,000 pounds or less. Under this regulation, <br />automotive service providers must, inter alia, check and inflate <br />each vehicle’s tires to the recommended tire pressure rating, <br />with air or nitrogen, as appropriate, at the time of performing any <br />automotive maintenance or repair service, to keep a copy of the <br />service invoice for a minimum of 3 years, and to make the <br />vehicle service invoice available to the CARB or its authorized <br />representative upon request. <br />EPA and NHTSA <br />GHG and CAFE <br />standards. <br />Mobile sources that travel to and from the Project site would be <br />subject to EPA and NHTSA GHG and CAFE standards for <br />passenger cars, light-duty trucks, and medium-duty passenger <br />vehicles (75 FR 25324–25728 and 77 FR 62624–63200).
