4.8 – Water <br />Draft Environmental Impact Report February 2021 <br />14800 W. Schulte Road Logistics Center 4.8-6 <br />map on the applicant to verify that the public water supplier has sufficient water available to serve the proposed <br />development. <br />Pursuant to the requirements of SB 610, a WSA was prepared for the Project and includes a comprehensive <br />assessment of historical demands and a projection of future demands based on forecasted development of the <br />remaining developable lands within the City’s water service area. The WSA is included as Appendix G. <br />Executive Order B-29-15 <br />In response to the ongoing drought in California, Executive Order (EO) B-29-15 (April 2015) set a goal of achieving <br />a statewide reduction in potable urban water usage of 25% relative to water use in 2013. The term of the EO <br />extended through February 28, 2016, although many of the directives became permanent water-efficiency <br />standards and requirements. The EO includes specific directives that set strict limits on water usage in the state. <br />In response to EO B-29-15, the CDWR modified and adopted a revised version of the Model Water Efficient <br />Landscape Ordinance that, among other changes, significantly increases the requirements for landscape water use <br />efficiency and broadens its applicability to include new development projects with smaller landscape areas. New <br />development projects that include landscape areas of 500 square feet or more are subject to <br />the Model Water Efficient Landscape Ordinance. This applies to residential, commercial, industrial and institutional <br />projects that require a permit, plan check or design review. <br />Local <br />San Joaquin County Ordinances for Well Use and Groundwater Management Plan Development <br />San Joaquin County has adopted an ordinance governing water well construction standards similar to the <br />Department of Water Resource (DWR) requirements under Bulletin 74-81 and 74-90 (San Joaquin County <br />Ordinance Code Section 9-1115.6). This ordinance documents the permit and oversight of new monitoring wells <br />and water well construction. The ordinance governs the construction, deepening, and destruct ion of any well and <br />soil boring within the unincorporated areas of the county as well as some wells in the incorporated areas. The <br />ordinance is enforced by the San Joaquin County Environmental Health Department. Applicants must <br />submit plan documents and obtain permits before they are allowed to complete any of the activities covered by the <br />ordinance. Consistent with state requirements, the San Joaquin County Environmental Health Department <br />(SJCEHD) is mandated to track water systems with fewer than 200 serv ice connections served by wells. This <br />program is reviewed on an annual basis by the Department of Public Health (DPH). DPH permits and tracks public <br />water supplies with 200 or more service connections. Between the county and state programs, over 620 water <br />sources and associated water agencies in San Joaquin County are regulated, with some sources containing several <br />wells. Many of the County Water Management Plan efforts are coordinated by the San Joaquin County Department <br />of Public Works, Water Resource Division. <br />County of San Joaquin General Plan <br />The County of San Joaquin General Plan contains the following goals and policies applicable to water supplies and <br />quality and the Project (County of San Joaquin General Plan 2016):
