Schulte Road Logistics Center 5-17 <br />1.1 miles west of the Project site; however, the SSJCFA plans to relocate this station to Promontory Parkway <br />(between Hansen Road and International Parkway), as discussed further below. <br />Under existing conditions, the SSJCFA has determined that it is not currently meeting response times to calls for <br />service. A Standards for Cover study prepared in 2017 concluded that the only way to appreciably meet response <br />to service goals is to add more fire stations as revenues permit (City of Tracy 2019). Recognizing the need to meet <br />response time standards and plan for future growth and development patterns, the SSJCA has developed plans, in <br />conjunction with the City of Tracy and the Rural Fire Protection District, to relocate existing stations, including Station <br />94, and construct additional new stations within its service area. <br />The SSJCA is currently implementing identified infrastructure improvements that are anticipated to address long- <br />term fire protection needs within SSJCA’s jurisdiction (City of Tracy 2019). Funding for these improvements is <br />derived from a variety of sources, including development impact fees collected by the City of Tracy and a fire <br />facilities impact fee collected by the Rural Fire Protection District for rural areas not included within the City of <br />Tracy’s Citywide Public Safety Master Plan. Given that it may take more than 20 years before all total fees are <br />collected, the City of Tracy has advanced much of these funds for immediate use, such that a financing plan for the <br />relocation of Station 94, as well as the construction of two new stations and relocation of another station, has <br />already been approved by the City of Tracy. <br />Upon completion of fire infrastructure improvements (and on an ongoing basis), SSJCA operations are funded <br />through the City of Tracy’s General Fund and the Rural Fire Protection District (City of Tracy 2019). The City of Tracy’s <br />General Fund allocations are derived from property taxes, sales tax revenue, and user fees. The Rural Fire Protection <br />District receives its funding through property tax from the County and a special assessment fee for those structures <br />located in the Rural Fire Protection District. <br />To ensure that adequate staffing and facilities are maintained to address existing and future development, the <br />SSJCFA Board of Directors reviews its budget on an annual basis and makes the appropriate provisions for <br />additional personnel, equipment, and facility improvements as necessa ry. As concluded in the City of Tracy <br />Municipal Services Review prepared in May 2019, the City of Tracy and the Rural Fire Protection District have <br />actively planned to ensure adequate fire services are provided throughout their service areas, even when <br />accounting for increased service demands as areas are developed (City of Tracy 2019). <br />Because the SSJCA, City of Tracy, and Rural Fire Protection District have appropriately planned for anticipated <br />growth in the greater Project area (including the Project site), and because the Project would be subject to the fire <br />impact fees collected by the Rural Fire Protection District and would contribute funds to the operation of the SSJCA <br />on an ongoing basis (through the County’s property tax assessment and special assessment fee collections), Project <br />impacts associated with fire protection facilities would be less than significant. <br />Police Protection Facilities <br />Police protection services for the Project area are provided by the San Joaquin County Sheriff’s Department. <br />The County is divided into eight geographical areas, or “beats.” These beats are staffed around the clock, <br />providing emergency response capability to citizens in the unincorporated area. The Project site is located <br />within Beat 8, which generally covers the unincorporated areas around Tracy. The Police Department and San <br />Joaquin County Sheriff’s Department provide mutual aid when a situation exceeds the capabilities of either <br />department (City of Tracy 2019).
