Schulte Road Logistics Center 5-19 <br />5.11 Recreation <br />Existing, Expanded, and New Recreation Facilities <br />The Project would result in the construction of three industrial warehouse and distribution buildings with no <br />proposed recreational facilities. The Project would not directly introduce new residents to the area because no <br />housing is proposed as part of the Project; as such, the Project would not result in new residents who would u se <br />nearby neighborhood parks, regional parks, or other recreational facilities. <br />The Project would not significantly increase the use of existing parks or other recreational facilities such that <br />substantial physical deterioration of the facility would occur or be accelerated. Therefore, impacts associated with <br />increasing recreational facilities usage would be less than significant. <br />The Project would not include recreational facilities or require the construction or expansion of recreational <br />facilities, and the Project would not significantly increase the use of existing parks or other recreational facilities <br />such that substantial physical deterioration of the facility would occur or be accelerated. Therefore, impacts <br />associated with the construction of new or expansion of existing recreational facilities would be less than significant. <br />5.12 Utilities <br />New or Expanding Utilities <br />The Project would involve construction of new water, wastewater treatment, stormwater drainage, electric power, <br />natural gas, and telecommunication facilities. However, these facilities would be located entirely within the Project <br />site and would not require installation of off-site facilities, except where connections to existing utility lines within <br />the surrounding public right-of-way may be required. <br />Moreover, these facilities would be constructed with standard construction techniques and in accordance wi th all <br />regulatory requirements that address potential impacts associated with trenching activities and the use of heavy <br />machinery. For example, as described previously in Section 5.5, Hydrology and Water, a SWPPP would be prepared <br />for the Project, which would require the implementation of BMPs and pollutant control measures to minimize <br />pollutants and reduce runoff to levels that comply with applicable water quality standards. As a result, impacts <br />associated with the relocation of existing or construction of new utilities would be less than significant. <br />Wastewater <br />Wastewater generated by the Project would be treated by on -site septic tanks and associated leach fields . <br />Septic tanks installed in the County are subject to County of San Joaquin Ordinance Code Section 9-1100 et <br />seq., which requires issuance of a Sanitation Permit by the San Joaquin County Environmental Health Division <br />for the construction of a private septic system and sets forth requirements for the siting and construction of <br />private septic system s. <br />Prior to issuance of a Sanitation Permit, the San Joaquin County Environmental Health Division will review the <br />proposed septic system to ensure the Project’s septic system is sufficiently sized and meets applicable <br />development standards. As such, no determination of adequate capacity by a wastewater treatment provider is <br />necessary to accommodate the Project. Impacts with regard to wastewater treatment would be less than significant.
