FINDINGS FOR USE PERMIT <br /> PA- 1600049 <br /> PAREE ENTERPRISES , INC . / MILESTONE ASSOCIATES <br /> 1 . The proposed use is consistent with the goals , policies , standards , and maps of the General Plan , any <br /> applicable Master Plan , Specific Plan , and Special Purpose Plan , and any other applicable plan <br /> adopted by the County . <br /> • This finding can be made because the Truck Sales and Services - Truck Stops and the <br /> Gasoline Sales - Combination use types may be conditionally permitted in the C - FS ( Freeway <br /> Services Commercial ) zone with an approved Use Permit application . The C - FS zone <br /> implements the General Plan ' s C / FS ( Freeway Services Commercial ) designation . The <br /> subject parcel has a General Plan designation of C / FS and is zoned C - FS . Therefore , the use <br /> is consistent with the goals , policies , standards , and maps of the General Plan . There are <br /> no other Master Plans , Specific Plans , and /or Special Purpose Plans adopted by San <br /> Joaquin County in the project vicinity . <br /> 2 . Adequate utilities , roadway improvements , sanitation , water supply , drainage , and other necessary <br /> facilities have been provided , and the proposed improvements are properly related to existing and <br /> proposed roadways . <br /> • This finding can be made because the 9 . 49 - acre parcel is of adequate size and shape to <br /> accommodate the proposed truck stop and gasoline station and all necessary <br /> improvements . The site plan shows that there is sufficient area for parking and circulation , <br /> in compliance with standards of the Development Title . In addition , a Traffic Impact Analysis <br /> performed by TJKM dated June 16 , 2017 , and reviewed by the Department of Public Works <br /> that concluded that traffic impacts would be less than significant once the project includes <br /> the recommended measures sited in the Traffic Impact Analysis , and included in the <br /> Department of Public Works Conditions of Approval . The stormwater will be retained on = <br /> site as required by San Joaquin County Development Title Section 9 - 1135 . The project will <br /> be served by a proposed on - site well and septic system , constructed under permit with the <br /> Environmental Health Department to ensure compliance with all applicable development <br /> standards . Conclusively , the impacts from this proposed truck terminal project will be less <br /> than significant . <br /> 3 . The site is physically suitable for the type of development and for the intensity of development . <br /> • This finding can be made because the parcel is of adequate size and shape to accommodate <br /> the proposed uses and the requirements of the Development Title . The Site Plan shows <br /> there is sufficient area for parking and circulation in compliance with Standards of the <br /> Development Title . The on - site well , septic , and storm drainage retention will be subject to <br /> all applicable Development Title ordinances . <br /> 4 . Issuance of the permit will not be significantly detrimental to the public health , safety , or welfare or be <br /> injurious to the property or improvements of adjacent properties . <br /> • This finding can be made because the Initial Study prepared for this project found no <br /> potentially significant environmental impacts that could not be mitigated to less than <br /> significant . <br /> PA- 1600049 — Findings 1 <br />
