Box 248 <br /> Escalon CA 95320-1903 <br /> RE: Escalon City Dump <br /> On June 24, 1999 a follow up to a routine inspection was held with Don Snelling and <br /> Todd Fredrick of the City of Escalon-Public Works Department and Robert McClellon <br /> Lead Senior R.E.H.S. and Johnny Yoakum R.E.H.S. of San Joaquin County <br /> Environmental Health Division. <br /> It is the position of this Department that this site may be used to store yard waste, but it is <br /> not to accumulate here. There is to be a reduction of volume of material on site. There is <br /> to be no mixing of waste. Woody materials can be ground and placed in an area free of <br /> weeds, to lower the fire potential, and then removed from the site when possible. <br /> Concrete may be stored here prior to recycling or disposal, but not buried. Metal objects <br /> shall be removed and no more metal brought to this site. <br /> This site was once an open dump located 3'/2 miles south of Escalon adjacent to the <br /> Stanislaus River. The Escalon Garbage Service, Escalon, and the public contributed <br /> mixed refuse and rubbish to the dump. Winery and cannery wastes were also dumped at <br /> this site. Mixed refuse and trash were dumped over a bank and burned daily. Tile dump <br /> was near the Stanislaus River and when the river was in flood stage the refuse was <br /> washed away. There were no machines available and the attendant used a hand shovel <br /> and pitchforks to distribute the waste. <br /> In 1977 an application was submitted requesting a grandfather exemption to reuse the site <br /> that they stated had been out of use since 1960. The application was accepted with the <br /> condition that it meet all state and local regulations. It never reopened. <br /> In 1993 our records first mention that the old dump is now under the wastewater <br /> treatment facility. Prior to this our records show that Escalon was storing yard trimmings <br /> and street sweepings here. <br /> A Division of San oaquin County I lealth Care Services <br />
