_ -
AlIhLAk
VIV
FRIENDS OF THE RIVER
1228 N STREET ROOM 24
SACRAMENTO, CALIFORNIA 95814 r
(916) 442-3155
August`27, 1982 J
Jim Robertson, Executive Officer RE ch I VE D
Regional Water Quality Control Board
3201 "S" Street OCT 02 1992
Sacramento, CA 95814 ENVIRONMENTAL E LTH
Dear Mr. Robertson: PERMIT/SERVICES
As you probably are aware, Friends of the River has been involved in
issues surrounding the Stanislaus River for a number of years.
Recently, this involvement has caused us to take a closer look at
the management of the New Melones Reservoir for .flood control and
its effects on the lower river.
One of the many elements involved in the flood control management
area is apparently a number of sewage treatment ponds operated by
the city of Ripon. Although the flood control channel for New
Melones was designed to be 8,000 c.f.s. , Ripon has claimed adverse g4r y;
%rte
impacts on their recently-constructed ponds at flows of 2,000
3 ,000 c.f.s. in the lower Stanislaus. In addition, the city has
indicated that high flows may result in a washing out of these ponds ,
with potential water quality problems resulting.
Because full flood control operation of New Melones would result in
fairly fre u s, and because the court order,
granted in the SWRCB' s favor on U.S. v. California, is limi4ted in
/ its effectiveness by the restriction against releasing "damaging"
flows, we are concerned that this issue be addressed now. I have
enclosed a sequence of letters that passed between myself and the
Mayor of Ripon earlier this year which should make the need for
actions on this matter clear. I have had no further correspondence
with him since.
Jim Markle, attorney with the SWRCB, would be a good contact on the
U.S, v. California aspects of the issue; he can be reached at 5-0538.
Please feel free to call me at the above number if you have any
questions or wish .to discdss-this matter. I 'await your comments
and response; thanks in a0vance.
J
Sincerely,
Elizabeth.
