STOCKTON, CALI ORNIA 9521U <br />UUaa {.1 <br />October 12, 1977 OCT 14 1977 <br />1 <br />San Joaquin Local Health District SAN Jt*A�UfN G'S <br />1601 East Hazelton Avenue, Nr�11t'Di a �'39 -AA-012 <br />Stockton, California <br />Gentlemenc <br />' This letter is in reply to your letter of September 13, 1977 <br />and the Adequacy Cheklist for Report of Disposal Site Information sent <br />with it in regards to the Windeler Ranch ©isposal Site. <br />The Windeler Ranch Disposal Site was approved by the San Joaquin <br />Planning Commission in 1966 and has been in operation since that time. <br />' Prior to approval of the County Planning Commission, notification of <br />the proposal was sent to the Regional Water Quality Control Board and <br />to the State Reclamation Board. There comments are reflected in the <br />conditions imposed by the County Planning Commission. A copy of these <br />is enclosed. <br />The disposal site is located in an anricultual field adjacent <br />to the westerly levee of the San Joaquin'::Aivlr. In 1908 or thereabouts, <br />the San Joaquin River flooded the area and gouged out an irregularly <br />shaped hole up to'.15 feet deep where it left its bank. This hole, <br />which was left, covered about 15 acres and is now being filled with <br />the waste glass or cullet from the operations of the Libby-Owens-ford <br />Company,s Lathrop plant. This material is classed as 3 or inert. <br />The waste material is brought to the disposal Site by dump truck. <br />A bulldozer shoves the material into the hole, smoothes the surface and <br />compacts the fill, before the cover material of 4 feet of earth is put <br />over'the waste glass with a tractor and scraper or.a dragline which <br />obtain-the cover earth from the bottom.of.the hole still to be filled. <br />The placing operation'results`in securing very adegoato'compaction : <br />and since the waste material decomposes at a very slow rate if at all, <br />no settlements of any consequence'have'been noticed.in the completed <br />sections of the .site. During theperipd of the mont:h*or so that the <br />waste material is being brought to the site, the bulldozer and scraper <br />are ,in 6onstant use placing, compacting and covering the waste. The <br />initial daily cover of earth is applied : to a depth of at least a foot <br />so that the trucks bringing .the waste can back up to the hole.
