Are you available by phone during the day? I am not always by my desk.
My work cell# is(209)481-8339. We can discuss details further if you'd like. But I'll make comment in writing too.
1.) Dirt. You are going to need a lot of dirt to do all this. Are the dirt berms on site clean dirt, and are they useful
for the range? Is it possible you can use them (if the dirt is clean)for the 12"of cover you need and save a ton of
money? Regardless, the dirt you use will then need to be compacted and some sort of vegetation needs to be put
out, grass or the like. The final slope needs to be done with consideration of stormwater runoff and the
assumption that there is lead bullets on the ground that may impact the runoff. Please let me know how you will
address dirt and vegetation. When the work is complete, we will need to verify 12" of clean dirt is covering buried
waste.
2.) Safety. Your Plan did not address safety issues. Considering that the Shooting Range will be open during the
time you plan to work, please define in writing the precautions you will take for the workers on site, provide
information for the nearest hospital, what Personal Protective Equipment will be used, etc.
3.)Tires. There are a lot of tires at the range besides what lies in the pit, I believe you have two"walls" of tires.
Tires can be approved for what the California Integrated Waste Management Board (CIWMB) calls"beneficial re-
use". It only takes written notification explaining where the tires are, how they will be used, and confirmation that
they have been rendered incapable of holding water or harboring rodents. If you decide to keep those tires on
site, the written notification needs to go to our Department and the CIWMB. See regulations attached, red print as
it appies to your site. Also, a Tire Program Identification Number(TPID#) needs to be obtained for proper
manifesting of the tires to be removed (and also to keep tires on site for beneficial re-use). That's a simple phone
call to 1 866-896-0060, dial zero when you get the voice mail and that will put you on line with a real person. Tell
them you need to be assigned a TPID#and they'll take care of it. Either way, fly me an email with your progress
for the tires. I will be glad to help if needed.
4.) Documentation. Remember that copies of any receipts or documentation of disposals need to be submitted to
the Department to prove proper disposal. Keep me informed so I can track your progress. Email or phone is fine.
Good luck on this huge undertaking. Call if you have questions.
Jenni
Regulations:
Title 14,
Natural
Resources--
Division 7,
CIWMB
Chapter 3.
Minimum
Standards
3/10/2008
